IMPHAL, Apr 8: The "cold-blooded murder" of a 5-year-old boy and a 5-month infant girl in Bishnupur's Tronglaobi is not just a tragedy but a declaration of war against citizens of India, the Rastrahit Sarvopari Sangathan (RSS) has said in a letter to the Prime Minister and the Union Home Minister today.
"From the period of the British rule till date, Kuki history is history of treachery." There should be no room for talks with terrorists who bomb infants. They must be identified and neutralised, said the RSS.
The RSS reaction came after Oinam Tomthin (5 years) and Oinam Yaisana (5 months) were killed in a bomb attack carried out by Kuki militants at Tronglaobi Awang Leikai yesterday.
The siblings were sleeping with their mother when the explosive fired by Kuki militants exploded inside their bedroom.
The barbaric terror attack in Tronglaobi yesterday is outrageous. The cold-blooded murder of the children while they were sleeping is not just a tragedy; it is a declaration of war against the citizens of India, said RSS National president Sohan Giri in the letter.
Detailing a series of terror attacks that occurred in Manipur since May 2023, the Rastrahit Sarvopari Sangathan (RSS) called on Prime Minister Narendra Modi and Union Home Minister Amit Shah to conduct "maximum kinetic force" and "surgical strikes" terror infrastructure in Manipur.
Manipur has been burning since the eruption of violence in May 2023, and innocent civilians have been the primary targets, the RSS said, detailing several terror events.
The violence that erupted in May 2023 led to deaths of over 170 in the first few months, and displacement of 60,000+ citizens.
Targeted attacks along the Bishnupur-Churachandpur border area in August 2023 resulted in multiple civilian deaths and the burning of over 4,500 homes, it said.
November 2024 witnessed the abduction and massacre of six people including three women and three minor children, one of them as young as 8 months in Jiribam which shocked the Nation, it added.
In 2025, terrorist groups began using weaponized drones and long-range rockets to bomb civilian villages, marking a shift from local unrest to sophisticated terrorism, it said.
On April 7, 2026, a cowardly bomb attack claimed the lives of a 5-year-old boy and a 5-month-old girl, said the RSS.
Seeking surgical strikes against terror infrastructure in Manipur, the RSS said the Government must dismantle safe havens.
Intelligence-led surgical operations must be launched to destroy militant command centres and cross-border hideouts, said the RSS.
Every infiltrator and domestic terrorist must be detected and dealt with using maximum kinetic force and neutralised. There should be no room for "talk" with those who bomb infants, said the RSS.
There must be zero-tolerance. The State must "give them hell" to ensure that no terrorist group ever dares to target an Indian child again, it said.
It further raised serious concern and emphasised that the number of Kuki villages in Churachandpur, Kangpokpi, Chandel and Tengnoupal have increased by 300% to 800% from 1969 to 2023 according census reports.
The traditional/customary chieftainship law of the Kukis which paves way for spreading settlement villages in Manipur should be abolished, said the RSS.
In Myanmar and Mizoram, this customary law has already been abolished, it added.
"From the period of the British rule till date, Kuki history is history of treachery. And with Kuki citizenship, the Constitution of India is already entrenched and burrowed that National security will be in dire consequences in the long run," said the RSS.
"Rashtrahit Sarvopari Sangathan declares that National interest is supreme. We demand that the Government of India move beyond "condemnation" to decisive military action. Rhythm of freedom should be respected and initiationalized and it is extremely important for the State of Manipur," RSS said.
