Ruling MLAs unable to exercise powers : Congress

IMPHAL, May 15 : The Congress party has stated that the crisis in Manipur persists because the State Government and ruling MLAs are unable to exercise the powers granted to them by the Constitution.
Addressing a programme at Mayang Imphal Konchak today, Manipur Pradesh Congress Committee (MPCC) spokesperson Dr Kh Ratankumar, a former Minister, said that the Ministers in Manipur and the ruling MLAs have been unable to take independent decisions to resolve the crisis plaguing the State since May 3, 2023.
Isn’t safeguarding the lives and property of the people the primary responsibility of the Government ?, he questioned, asking what the Government has been doing so far.
They disregard the Constitutional powers granted to them as they wait for instructions from the Centre all the time,  he said.
The Congress leader also stated that armed groups are operating freely in the hill districts, attacking civilians and abducting innocent people despite the deployment of tens of thousands of State and Central security forces.
He said that a military crackdown must be launched against illegal armed groups to resolve the crisis.
Dr Ratankumar expressed concern over the prevailing conditions in the hill districts, recalling the recent alleged external aggression in Kamjong and the two ambushes in Kangpokpi and Noney, which resulted in the deaths of four people, including three Church leaders.
Are the people of Manipur even able to exercise the fundamental rights and personal liberties guaranteed by the Constitution ?, he asked.
Security forces had confirmed the attack in Kamjong as an external aggression, but the State Home Minister issued a contradictory statement, creating confusion among the people, he added.
Questioning the motive behind the withholding of urban and local body elections, he asked whether democracy is functioning in Manipur or not.
India is a Union of States and a federal republic, where there is a division of powers, he said, adding that legislators belonging to the ruling party, however, seem unaware of this and always wait for the Centre’s instructions.
The inability of the State Government to expand its Cabinet also exposes its weakness, he said.
He accused the State Government of working against the interest of the people. The ruling MLAs must either take concrete action to resolve the crisis or admit that they are unable to do so, he asserted.
