CJFD submits memo to PM, RGI

IMPHAL, May 22: The Campaign for Just and Fair Delimitation (CJFD) has submitted a memorandum to the President, the Prime Minister, the Union Home Minister and the Registrar General of India (RGI) seeking updation of the National Register of Citizens (NRC) and deferment of census operations until there is normalcy in the State.
According to a press note issued by CJFD convenor Jeetendra Ningomba, the memorandum was submitted by CJFD IPR secretary Kangjam Maharabi on May 19, 2026.
As for the Union Home Minister, a reminder of the memorandum submitted earlier on December 15, 2025 was attached to the memorandum.
The Ministry of Home Affairs has started due preparation for starting house listing from August 16 this year and population enumeration from February 1, 2027.
If the census operations go ahead as per the schedule, the large number of illegal immigrants living in Manipur will be taken into the count and thus they will become Indian citizens, said the press note.
Once the illegal immigrants are taken into the population count, there will be no legal premise to call them illegal immigrants.
By that time, all the illegal immigrants will be entitled to every right and opportunity at par with the indigenous people.
This will amount to snatching the rights and opportunities of indigenous people.
As such, it is imperative to exert strong pressure on the Government of India to hold census operations in Manipur until the NRC is updated and illegal immigrants are identified, Jeetendra Ningomba said.
He said that a team of CJFD representatives went to Delhi recently and submitted the memorandum to the top leaders and authorities of the country.
