The Appointments Committee of the Cabinet (ACC) has approved the transfer of Director General of Police (DGP), Ladakh, Mukesh Singh, to Manipur on inter-cadre deputation for a period of three years. The move has also fuelled indications that the senior AGMUT cadre IPS officer may be considered for the position of police chief in the violence-affected North Eastern State.
On the other hand, Director General of Police (DGP) Rajiv Singh was appointed Secretary (Security) in the Cabinet Secretariat on Thursday (May 21, 2026).
Mr Singh, a 1993 batch Indian Police Service (IPS) officer of Tripura cadre, was appointed as Manipur’s police chief on June 1, 2023, days after the ethnic violence between the Meitei and the Kuki-Zo people erupted in the State on May 3 the same year.
Mr Singh was appointed DGP by relaxing the service conditions as he was not from the Manipur cadre.
As per an official order issued by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, the decision to move Mukesh Singh to Manipur follows a proposal received from the Ministry of Home Affairs dated May 15, 2026.
The approval has been accorded as a special case in public interest, with relaxation of the standard rules governing inter-cadre deputation and waiver of the mandatory cooling-off period after central deputation.
Singh had recently taken charge as DGP Ladakh. He was appointed to the post by the Centre in January 2026, replacing SD Singh Jamwal, who was subsequently posted to Arunachal Pra-desh. He formally assumed office as Director General of Police of the Union Territory of Ladakh on January 15, 2026.
Mukesh Singh, an IPS officer of the AGMUT cadre, is a BTech graduate in civil engineering from the Indian Institute of Technology (IIT) Delhi and joined the Indian Police Service in 1996. During his career, he has held several sensitive postings, including Superintendent of Police in Reasi, Pulwama, Poonch and Jammu during periods of heightened militancy.
