Memorandum submitted against Nemcha Kipgen

IMPHAL, May 23: A joint memorandum has been submitted to the President, Prime Minister, State Chief Minister and related Ministries, seeking reallocation of the portfolios of the State Tribal Affairs & Hills and Panchayati Raj & Rural Development, currently being held by Deputy Chief Minister Nemcha Kipgen.
In the memorandum, the Manipur Naga Youth Organisation (MNYO) and the Foothills Naga Coordination Committee (FNCC) said Nemcha Kipgen has failed to station herself in Imphal and has been inaccessible since the formation of the new Government under Chief Minister Yumnam Khemchand Singh in February.
Nemcha Kipgen is the wife of Semtinthang Kipgen alias Thangboi, president of the Kuki National Front (KNF-P), an unlawful Kuki militant group under the Suspension of Operations (SoO), said the organisations.
While the Deputy Chief Minister is currently Minister of Tribal Affairs & Hills and the Chairperson of the Manipur Tribal Development Corporation (MTDC), she is unable to attend office in Imphal, the organisation said, hinting her absence has affected the functioning of the department.
The organisations noted that a similar appeal to reallocate the portfolios of the Tribal Affairs & Hills and Panchayati Raj & Rural Development to a Minister stationed in Imphal was made on March 25.
The portfolios may be reassigned and given to a Minister who is stationed in Imphal or it may be placed in custody of the Chief Minister, said the organisations.
The organisations further accused Nemcha Kipgen of misusing and manipulating tribal funds.
The organisations alleged that funds sanctioned for development schemes in 10 hill districts have been utilised only in Kangpokpi, Churachandpur and other Kuki dominated areas. This alleged disparity in the utilisation of the funds has become "very much communal and unfair" and left non-Kuki villages "handicapped", the organisations added.
The MNYO and FNCC memorandum then urged the Ministries concerned to cancel all schemes, work and projects allocated in the programmes for 2025-2026 & 2026-2027 immediately.
All funds, schemes, works and projects should be reallocated and equally distributed to all the districts in a transparent manner before May 31, 2026 without fail, the organisation said. If no action is taken to address the issues highlighted, the Manipur Naga Youth Organisation and Foothills Naga Coordination Committee will launch agitation in public interest, said the organisations.
