IMPHAL, May 28 : Pending inauguration, a total of 372 stalls constructed on the upper floors of three Khwairamband Ima Keithels have turned into a place of filth and a joint for drug/alcohol abusers.
Even after the construction has been completed the stalls have not been inaugurated despite repeated appeals, said women vendors.
When inspected, this reporter found the upper floor housing the stalls smelly, filled with garbage including vomits and urine.
An official of the Imphal Municipal Corporation said the stalls were constructed after a proposal was made to the Government.
The construction of the stalls began in 2019 during COVID-19 pandemic and it was completed in 2022 costing around Rs 3 crore, said the official.
After the completion of the construction, the IMC had also urged the State Govt to invite Union Home Minister Amit Shah to inaugurate the stalls, added the official.
The stalls, the official said, would be manned by women only, and assigned to women vendors through a lottery.
While the lottery system will be used to distribute and assign the stalls to women vendors, the IMC may not charge any deposit money, added the official.
On the present condition of the stalls, the IMC officials said it is unfortunate that some people have used the space for urination and discarding garbage.
While locking the upper floor would deny people entry and help keep it clean, the IMC is unable to lock it for it has several offices including a SBI branch, said the officials.
