KCP chief Taibangnganba held at Delhi Production warrant sought

IMPHAL, May 28 : The Special Court NIA, Imphal West, yesterday allowed an application filed by the SDPO, Singjamei, seeking issuance of a production warrant against Haobijam Dilip alias Taibangnganba, the self-styled chairman of KCP (Taibangnganba), who is presently lodged in Tihar Jail.
He was arrested by the Counter Intelligence wing of the Special Cell, New Friends Colony, New Delhi, on May 6, 2026.
The application for the production warrant was filed by the SDPO of Singjamei police station under Section 302 of the BNSS against the accused, Haobijam Dilip alias Taibangnganba (52), son of late Kunjababu of Keibul Lamjao, presently residing at Bishnupur Awang Leikai.
The Special Public Prosecutor (PP) for the State submitted that on August 18, 2023, an Imphal West commando team arrested four cadres of KCP (Taibangnganba) from Singjamei Sougrakpam Leikai near Jockey showroom.
During interrogation, the arrested cadres reportedly disclosed that they were active members of KCP (Taibangnganba) working under the command of self-styled chairman Haobijam Dilip alias Taibangnganba and were involved in making monetary demands from shops located in and around the Imphal area.
The Special PP further submitted that since registration of the present case, six more FIRs have been registered at Singjamei police station against members of the outfit for raising funds for KCP (Taibangnganba) and making monetary demands from  citizens within the jurisdiction of Singjamei police station.
It was also submitted that Haobijam Dilip alias Taibangnganba had earlier been arrested in three separate cases registered at Heingang police station, Imphal police station and Moirang police station.
Further, three additional FIRs were reportedly registered against KCP (Taibangnganba) at City police station in 2024, Imphal police station in 2024 and Porompat police station in 2025.
The prosecution informed the Court that a team of Singjamei police station visited the residence of Haobijam Dilip at Bishnupur and his other home at Keibul Lamjao in March 2026 to execute his arrest.
 However, he could not be found at either location.
During the course of investigation, on May 7, 2026, the Imphal West Superintendent of Police received an email from the Assistant Commissioner of Police, Counter Intelligence, Special Cell, New Delhi, informing that Haobijam Dilip alias Taibangnganba had been apprehended on May 6, 2026.
It was further learnt that the accused had been remanded to judicial custody for 13 days till June 8 and is presently lodged in Tihar Jail in connection with an FIR registered by the Special Cell, New Delhi under the Arms Act and Sections 4 and 5 of the Explosive Substances Act.
The Investigating Officer (IO), through the Special PP, prayed for issuance of a production warrant against the accused for further investigation in the present FIR cases.
After hearing the submission of the Special PP and perusing the application and records, the Court allowed the prayer for issuance of a production warrant against the accused, returnable on or before June 27.
The Court also directed that before taking custody of the accused, the IO of the case shall move an application before the Additional Sessions Judge, Patiala House Court, New Delhi, seeking necessary permission for the same.
Another report stated that a member of the outfit, identified as Leishangthem Ibungo (50), was arrested on May 11, 2026, from Irengband Hawairou Mayai Leikai under Kakching Police Station.
He was reportedly arrested based on the disclosure made by Haobijam Dilip.
During the operation, four different firearms, including automatic rifles, 36 empty magazines of various arms, one HE bomb, two para bombs, 11 detonators, four lathode shells, 1,993 live rounds of ammunition of different calibres, and one mobile phone were seized from his possession.
