Honourable exit for Ashutosh and Kailun

In Central Services it often happens at the top level that some juniors are being posted above their seniors – due to some exigencies – mainly due to merit and mostly because of political convenience–without mentioning favoritism or nepotism. Once I read somewhere that a Joint Secretary (IFS) superseded eight of his seniors to become the Foreign Secretary – he might have been ‘too meritorious’ in the eyes of the then Government. It happens in all Services including the Armed Forces. Surprisingly such a trend has extended to the Political Parties too, now-a-days.
When such supersession takes place it causes social circle inconvenience and embarrassment within the cadre. Yes, a gentleman who served the State with utmost sincerity and tried to remain neutral as far as possible even in tough times may feel uneasy. It applies to both officers.
I really don’t know much about Ashutosh Kumar Sinha IPS (1993-94 batch). He joined in 1994 which is Kailun’s batch. Perhaps he got IPS in 1993 and he might have deferred the joining as he wanted to go in for another attempt (trying for IAS). This is my simple conjecture, I may be wrong; there could be other reasons too.
Kailun is from a very humble family. He is still humble. He does not take sides in politics and frankly speaking he has no political friends. All politicians and MLAs or Ministers are treated alike.  Whenever I am in and around Imphal we sit together and gossip for a while .Once he told me that sometimes Netas do good work, but people don’t believe that they can do such real good things. Recently he told me in a lighter vein that the State should be given to either Ambani or Adani for our betterment.
We have been friends since college. He was a voracious reader – his reading speed was tremendous – what is the present speed, I don’t know. He could finish a novel in a night (not The God Father or War & Peace type). Almost all the novels in the hostel he had gone through. His hunger for reading went beyond that – those days old novels were available in Daryaganj, Delhi (Sunday) - he purchased books from there at throwaway prices.
From the very beginning I am close to politics and politicians – maybe because I was born to a politically active father who never contested elections but always remained in a Party and attached to an ideology. When he was politically active he campaigned for his friends and party candidates; he made many political speeches throughout the length and breadth of the State. He respected Communist Bira, Madhumongol Sharma, Rishang Keishing and few others because of their ideological firmness and strong commitment. Perhaps they might have recognized my father for the same reason – a nonagenarian still alive and kicking and chiding me.
These days apparently I have more friends in the right wing party–perhaps he is unhappy about it. But he never asked me to follow a particular ideology. My uncle was a die hard communist, the follower of Neta Irabot and he married a Khabi ningol (Communist stronghold) – died as a red card holder.
I have deviated from the main issue – what I have been pleading to the competent authority is that these IPS officers who have been serving the State sincerely (almost) for more than 32 years may not be asked to work under a junior officer.   We can anticipate that the new incumbent will work exceedingly well here because he is the chosen one – at the same time he had a wonderful record in NIA etc.
Perhaps he has the list of history-sheeters of the State. Beware!
 Look at the Akhand Bharat map minus Bangladesh and Pakistan the entire Bharat is now almost Safronized . So we can’t  underestimate the Masters. If the duo do something – pick up someone and send him here – it has a purpose. You see the man from Ladakh has a good track record; recently Phunsukh Wangdu has been brought on the right mainstream path. The intention at the top seems clear; they know what to do and when. Three years has been our testing time. They are reaffirming what Sardar Patel and team did in 1948--50.  History is not judged by history; but history is comprehended by those who go through it.
Perhaps Kailun was the longest serving Imphal SP–the most difficult and very challenging posting when the then Government was seriously trying to control insurgency. He handled those years calmly but not without controversies and cases.  I am told that Ashutosh is also a very cool headed efficient officer throughout.
How long will you carry the holster – loaded? It is high time to surrender the old revolver. Build houses for the homes destroyed by the wild communal fire. Salute to our CM Saab for taking the politically correct decision - though he scolded (pyar se) me at 10 pm day-before-yesterday night. – when I called him up for justice.
