KSA urges MPSC to review selection of candidate under disability category

IMPHAL, May 30: The Kangleipak Students' Association (KSA) has made a serious allegation against the Manipur Public Service Commission (MPSC) accusing it of selecting a candidate without benchmark disability as an MCS Grade II officer under the hearing impaired category.
In a statement, the student body identified the candidate as one Jerry Lalhratthang Buongpui, a resident of Churachandpur.
Jerry Lalhratthang Buongpui ranked 195 in the results of the Manipur Civil Services Examinations 2022 declared on April 22, 2026. Jerry was appointed as an MCS Grade II officer under the hearing impaired category on May 29, 2026, said the KSA.
According to the Rights of Persons with Disabilities (RPwD) Act, 2016, and as per the MPSC notification issued at the time of the recruitment, a person should have at least (minimum) 40% permanent physical disability to claim a Person with Benchmark Disabilities (PwBD) quota. However, the candidate in question doesn't have this benchmark disability, claimed the KSA.
The student body said Jerry Lalhratthang Buongpui has failed multiple medical examinations done earlier to be recognised as a person with benchmark disability.
Jerry was a candidate in the UPSC conducted civil services examinations in 2024. A medical examination, as mandated by Central Services Examination Rule 2024, was then conducted at the Safdarjung Hospital but Jerry failed to reach the benchmark disability of 40 percent, said the KSA.
A Benchmark Disability Expert Panel of the AIIMS Hospital then re-examined Jerry and found him not a person with benchmark disability. After he made an appeal, the Appellate Disability Medical Board of Army Hospital (Research & Referral) then re-examined him and again found him having no benchmark disability, claimed the KSA.
Hen then approached the Delhi High Court in 2025 and the Court ordered another re-examination. In the re-examination conducted by a Medical Board, Jerry was found below the benchmark disability of 40 percent. The Delhi High Court had then disposed of his case, said the KSA.
In light of the number of times he has failed in the past medical examinations, Jerry's selection and his appointment as an MCS Grade II officer under the hearing impaired category must be reviewed for any lapses, said the KSA.
The MPSC must investigate its lapses and also verify and re-examine the medical certificates Jerry submitted for the recruitment. Selecting a candidate whom even the Delhi High Court has "rejected" highlights gross negligence on the part of the MPSC. Failing to re-examine the case properly could raise suspicion of potential corruption and malpractices within the MPSC, said the KSA.
