IMPHAL, Jun 30 : The Manipur Pradesh Congress Committee (MPCC) has stated that the Suspension of Operation (SoO) pact was not signed during the Congress regime to disintegrate Manipur and accused the BJP led Government of failing to enforce law and order in the State.
Addressing the media at Congress Bhavan today, former Minister Dr Kh Loken stated the Naga People's Front (NPF) Manipur unit president Awangbow Newmai blaming the Congress party for the ongoing crisis in Manipur is unfortunate.
The NPF is a coalition partner in the BJP-led State Government.
It is unacceptable for the NPF leader to attribute the current crisis solely to the signing of the Suspension of Operations (SoO) agreement and the creation of seven new districts by the then Congress Government, while ignoring the failure of the incumbent Government to maintain law and order and effectively address the situation, he said.
He claimed that the district reorganisation carried out in 2016 was undertaken solely for administrative convenience and the welfare of the people, and was not driven by any political agenda.
Saying that Jiribam, despite being a border district, was under the administrative jurisdiction of Imphal East before the district reorganisation, he added that Jiribam now has its own district administration, which has eliminated the inconvenience the people in the district had faced in the past.
He said the NPF should issue a clarification to the people for misleading them about the role of the then Congress Government.
Reiterating that the NPF is a coalition partner in the BJP-led Government, with its MLA serving as the Deputy Chief Minister, Dr Loken said the Government, however, has demonstrated its inability to maintain law and order across Manipur over the past three years.
Frequent blockades along the highways and the inability of Meitei, Kuki and Naga communities to move freely across the State have nothing to do with the creation of the new districts, the Congress leader said.
Stating that the Congress party would support any initiative aimed at restoring normalcy in the State, he appealed to all political parties and the people to also support the initiatives taken by the Congress in the interest of the people too.
He also suggested that a delegation comprising representatives of all political parties visit New Delhi to press the Central leadership to take effective steps to restore normalcy in the State.
The Congress is ready to raise with the Central leadership issues that the BJP has been unable or unwilling to take up, he added.
Former Minister Dr Kh Ratankumar, on the other hand, said that Awangbow Newmai is a calm and sincere politician and added that the allegations the NPF leader levelled against the Congress party were made out of compulsion, despite knowing them to be unfounded, as he is part of the Government.
Claiming that the State Government has failed to exercise its legitimate authority, Dr Ratankumar said the NPF leader’s blame on the Congress party for the crisis is like a worker blaming his tools to hide his own inability to do a job.
He also said that the State Government has only five members in the Council of Ministers.
The administration of the BJP Government has completely failed in Manipur, he said, adding that President’s Rule was imposed in the State due to the collapse of the Constitutional framework.
Saying that the SoO pact was not signed to disintegrate Manipur, the Congress leader added that the ground rules of the agreement include respecting the territorial integrity of Manipur, depositing weapons in designated camps, and stopping extortion.
He also said that the cadres of the SoO groups were closely monitored during the Congress regime.
Stating that the ongoing crisis in Manipur began on May 3, 2023, under the watch of the BJP Governments at the Centre and in the State, he reminded that the ruling parties and the Congress had jointly taken a resolution not to extend the SoO pact during an Assembly session on February 29, 2024 after its ground rules were violated by Kuki groups.
MPCC vice president Hareshwar Goswami and other party leaders also attended the press briefing.
