IMPHAL, Jun 30: Many of the 19 higher secondary schools which were upgraded from high schools in 2021 are yet to commence academic sessions, according to the Manipuri Students’ Federation (MSF).
Speaking to media persons today, MSF general secretary Rabikanta Khanganba said that most of these schools are also suffering from acute shortage of infrastructure and manpower.
Instead of posting qualified Principals at these schools, these schools are being managed by Headmasters/Headmistresses of high school level, he said adding that he does not mean any offence to the Headmasters/Headmistresses concerned.
Rabikanta questioned if the Government has any specific policy behind keeping Headmasters/Headmistresses of high school level in-charge of the upgraded higher secondary schools. Even as these schools are being run under myriad difficulties, a teacher posted at Srivan Higher Secondary School as the Principal was recently appointed as the Controller of Examination of the Council of Higher Secondary Education Manipur (COHSEM). This is quite strange, he said.
The MSF general secretary also questioned the purpose of creating lecturers’ post if higher secondary schools should be run by Graduate and Primary teachers.
The Commissioner, Education (S) issued an order on February 16, 2026 whereby subject-wise allocation of teachers was made. But many teachers were found absent at some of the 19 higher secondary schools, he said.
Rabikanta said that this is a serious violation of the students’ right to education.
He urged the Government to take up necessary steps urgently to address the plight of students.
