Names of 116 IDPs missing in draft electoral rolls

IMPHAL, Jul 17: The names of as many as 116 displaced Meitei residents of Khumujamba Leikai have been found missing in the draft electoral rolls of Churachandpur, published after the recent SIR (Special Intensive Revision) exercise.
Churachandpur district recorded the highest number of electors failing to return enumeration forms.
Speaking to this paper, Churachandpur Meitei United Committee convenor Naba Ningthoujam said a complaint regarding omission of the 116 electors of Khumujamba Leikai has been filed with the relevant authority.
The draft electoral rolls for Churachandpur were released on July 5. In it, the committee found names of 116 Meitei electors missing. There electors are currently staying at relief camps after they were displaced by the conflict which erupted on May 3, 2023, Naba said.
While the exact cause of the omission of the electors is not known, Naba said, the committee members met State Chief Electoral Officer AK Sinha on Wednesday.
The CEO has assured to appoint to ERO for the IDPs (Internally Displaced Persons) and instructed the electors whose names have been found omitted to fill relevant forms and submit them again, Naba said.
During the meeting, the committee impressed upon the CEO about suspicion of the BLO concerned "deliberately deleting or not submitting the enumeration forms," Naba said.
Significantly, the SIR status report shows Churachandpur district recording the highest number of "uncollectable" enumeration forms.
A total of 38,264 electors (19.78 %) of Churachandpur district failed to return their enumeration forms, as per the SIR status report.
Pherzawl recorded the second highest number of "uncollectable" enumeration forms at 6,732 (19.05%).
Noney recorded 4759 (15.78%) number of uncollectable forms.
Chandel district recorded 6672 (14.91%) number of uncollectable forms.
Tamenglong district recorded 10973 (13.86%) number of uncollectable forms.
Kamjong district recorded 4502 (12.43%) number of uncollectable forms.
Tengnoupal district recorded 5228 (11.58%) number of uncollectable forms.
Kangpokpi district recorded 10425 (9.45%) number of uncollectable forms.
Ukhrul district recorded 3668 (7.41%) number of uncollectable forms.
Jiribam district recorded 2277 (7.08%) number of uncollectable forms.
Senapati district recorded 7689 (5.12%) number of uncollectable forms.
Imphal East district recorded 16709 (5.04%) number of uncollectable forms.
Imphal West district recorded 17187 (4.4%) number of uncollectable forms.
Bishnupur district recorded 6279 (3.34%) number of uncollectable forms.
Kakching district recorded 3974 (3.33%) number of uncollectable forms.
Thoubal district recorded 6957 (3.32%) number of uncollectable forms.
The window for claim and objection on the draft electoral rolls is from July 5 to August 4, 2026. All claims are scheduled to be disposed of by September 2 (started from July 5). The final electoral rolls are scheduled to be published on September 6, 2026.
