Honestly speaking, in every riot, or communal clash, or ethnic strife the minorities are the main victims. We have seen it in Bhagalpur (1989), Godhra (2002), Calcutta (1946), Delhi (1984) and even in Myanmar now. After some years things settle down despite old wounds and irreparable losses including lives, properties, ‘ejjat' etc. I am neither justifying violence nor simplifying things; but certainly, it moves on. Few relief material, paltry compensation and tardy justice delivery will never console their broken home & heart.
Now a gentleman has arrived as DGP with great credentials and some critical experiences. As per the record, he has done excellent jobs for the country at NIA and Ladak; somebody, a common friend told me that he is a hard nut to crack - he has his own way of dealing things. Let's hope he does well in Manipur.
Once the top cop arrives, he might have been briefed by our local police walas or administrators about sensitivities , susceptibilities and severabilities of the State Police force. The State Police force is constituted with all the ethnic communities of the State including Nepalis (who are now part of us). One of his first priority is to reintegrate and reignite the force which is severely shattered by the ethnic funds.
Manipur is such a wonderful place on earth with a pleasant climate (not very hot or cold)- & almost pollution free. In a way Manipur is much better than Switzerland or Kashmir which are too cold during winter. Moreover, the local vegetables, fruits, fish, poultry products are so delicious and nearly organic (actually fertilizers /pesticides are not available). And on top of it, the cost of living is pretty low except for petrol, gas, and drinks; nowadays drinks are restrictedly-freely available as the election is coming closer. If the situation really improves the top cop and even Bhalaji may like to settle down here.
If the cockroaches can do such a big thing without arms, our local cockroaches must learn from the Delhi cockroaches. I have a very crazy Prof friend, he rang me up and said, “yaar these cockroaches bahut kam ka tha Modi ji ne apna banaliya". Modiji is too good, he knows the pulse of the youths - but he doesn’t bother about the pulse of the politicians.
Sometimes newcomers in Manipur are shocked to see a different world altogether. Can you just imagine that one government staff never attends office after appointment and he always remains with a powerful politician. He has been asked to come to office or face consequences. After such a strong communication the politician called up the concerned officer saying that 'issue an order saying that his services are utilized here'. Gentleman officer politely replied "Sir, he is the only cremator of the crematorium - launched by your good self ".
Today at the ground level the entire State setup, administration, education, health care, even the police force are divided on ethnic lines. Yes, it was an urgent exigency due to the ethnic conflict. Even after 3 years is it still sensible to follow the same policy? At least the police department should not continue like this; what is this Kuki Police, Meitei Police and Naga police. Police force must work collectively with conviction. Present DGP knows better.
Few years back in Bihar in a police station in a big hall; all the police personnel were stationed. In Bihar there is a huge caste divide - upper caste and lower caste. The policemen themselves partitioned the hall with their own trunks - one side for the upper castes and the other side for the lower castes. They also dinned separately. I am just asking myself whether we have reached such a stage.
Let us set-aside services like education, meditation, construction, communication, even administration. There might be division and segregation as precautionary measures during the height of communal tension and extreme violence. Since the situation is limping back to normalcy- we can start thinking of reintegrating our entire government set-up. Few elements may not like it but it needs to be done in the common interest of the State.
To begin with, we may start the reunification process with the State Police force. From the very beginning it has been a multi ethnic force - fighting crimes committed against the State. Historically Manipur (Military)Police Force started in 1891. Such a unique force has been scandalised and shattered by the rioters and militias during the Meitei Kuki clashes in 2023 (post May 3).
Unfortunately, our Police Force became fragmented on ethnic lines - started operating from their convenient ethnic zones. Now it is high time to reunite and reignite the force.
First duty of the State Govt is to function in unison from the State Capital. All the Ministers including the Dy CMs are supposed to work in tandem with the incumbent Chief Minister. If a Minister is not coming to Imphal for Cabinet meetings repeatedly - the minister may be removed by the union Home minister anytime (that is his prerogative & constitutional position). Providing foolproof security to all the Ministers including Dy CMs is the responsibility of the State Police.
