MGSF, MSSA hail Cabinet decision on 7th Pay

IMPHAL, Jun 29: Contrary to the stand of the JAC of AMTUC and AMGEO, Manipur Government Services Federation (MGSF) and Manipur Secretariat Services Association (MSSA) have welcomed the Cabinet decision on implementation of the 7th Central Pay.
Speaking to media persons at the Secretariat conference hall this afternoon, MGSF general secretary Purujit Lairikyengbam reminded that the State Government, MGSF, MSSA and the Manipur State Pensioners Union signed an MoU on June 8 last year.
In accordance to the MoU, the State Cabinet adopted a decision on June 27 this year, Purujit said.
Subsequently, the Principal Secretary (Finance) issued an order yesterday  whereby certain modality for payment of the 7th Pay was laid out.
There might be discontentment and grievances regarding grade pay, pay anomalies and others. Nonetheless, the Government is expected to make up all
the lapses in the interest of employees, workers and pensioners, Purujit said.
Even though it has been almost one year since the MoU was signed, the Government has taken up certain steps in the direction  of implementing the MoU and this is a positive development, he remarked.
The MoU signed on June 8 last says that benefits of the 7th Pay would be paid notionally to employees and pensioners on fitment factor 2.57 with effect from January 1, 2016 and actually from April 1, 2019.
All the benefits of the 7th Pay including allowances calculated on pre-revised rate for the period April 1, 2019 to March 31, 2020 would be deposited in employees’ GPF accounts.
All these benefits would be paid in cash from April 2020 as per the MoU, Purujit said.
Saying that the MoU also reflects the grievances of Work Charge, Muster Roll and Casual employees, he exuded that the Government would certainly do something for them too.
It is a matter of grave concern that another employees’ body has been spreading falsehoods about the Cabinet decision, he decried.  Quoting the order issued by the Principal Secretary (Finance) yesterday that 7th Pay benefits would be given to pre-2016 pensioners with or without modification, Manipur State Pensioners Union president Huidrom Yaima said that they are not very happy with the order.
Nonetheless, the Chief Minister has assured that the Government would look into the matter and take up corrective measures, Yaima conveyed while expressing his optimism on the Chief Minister’s assurance.
