IMPHAL, Oct 15 : Who it is has not been spelt out in detail, but Chief Secretary Dr Rajesh Kumar today convened a high level official meeting to discuss the arrangements to be made for the high profile visit of a leader from New Delhi on October 20.
Significantly the Chief Secretary informed the officers present that a ‘grand reception’ may be planned for the high profile visit along the same line that was accorded to Union Home Minister Amit Shah during his visit to the State in December 2020.
It is reliably learnt that the Chief Secretary asked all the Administrative Secretaries to prepare and furnish the reports of major projects for which foundation stones may be laid or inaugurated. Reports of projects of Rs 10 crore and above are to be prepared.
The reports are to be prepared in the format circulated by Secretary to the Chief Minister on October 1, 2021 to the Home Department. The approval of the Chief Minister should be obtained for inclusion in the final list, the Chief Secretary  suggested during the meeting.
The meeting also decided that the DG of Manipur police would be entrusted to make all necessary security arrangements as per the Blue Book including installation of jammer, sanitisation and anti-sabotage checking enroute to the venue at Hapta Kangjeibung and other places of visit by the VVIP.  All Administrative Secretaries have also been entrusted with the responsibility of furnishing names and particulars of officials requiring passes to the Home Department.
Delegating duties, the Chief Secretary suggested that the Additional Chief Secretary (Horticulture) shall be responsible for decoration of stage and dais with ‘fresh quality flowers.’
Clearance of meeting venue at Hapta Kangjeibung along with Works, Forest and Environment Departments was another responsibility spelt out.
The Commissioner (Works) was also asked to ensure clearance and beautification of programme site at Hapta Kangjeibung, erection of stage in consultation with Police Department etc. Seating arrangements, painting of road medians, construction of barricades etc will also be the responsibility of the Works Department.
Responsibilities delegated to other officials include printing and distribution of invitation cards, transportation etc to Additional Chief Secretary (GAD); dedicated medical team, dedicated room at JNIMS/RIMS with all medical facilities etc to Additional Chief Secretary (Health)/Director Health.
Responsibilities to other officials/Departments were also delegated for the scheduled high profile visit of the VVIP.
