Reinforce ILPS, urges JCILPS

Imphal, Nov 20 : The Joint Committee on Inner Line Permit System (JCILPS) has urged the State Government to add more efficient clauses and guidelines to the Inner Line Permit System (ILPS) before the election code of conduct comes into force.
Speaking to the media at Kwakeithel Konjeng Hazari Leikai, JCILPS convenor BK Moirangcha stated that the current ILP system has no clause or guidelines to safeguard the indigenous people of Manipur.
Reminding that Chief Minister N Biren had assured of inserting the nece- ssary guidelines after consulting with the people at the time of ILPS implementation, BK Moirangcha added that the Government has not taken up any tangible action though the regulation has been in place for nearly two years now .
Claiming that many non- locals have been entering the State without holding the ILP pass, he added that the JCILPS has so far detained over 250 non-locals who didn't possess the mandated permits since November 18 last with the help of State police.
The State Government, instead of initiating the official process,  released the non-locals by giving ILP passes and renewal forms, BK Moirangcha claimed and asked why the Government is not implementing the Section 21 of the system and unwilling to penalise the defaulters. Further claiming that certain media published at Tripura projected JCILPS as anti-Indian, he urged the media concerned to clarify in their next edition.
