IMPHAL, Mar 11: Democratic Students Alliance of Manipur (DESAM) has demanded the formulation of a penal law before the commencement of Class X and XII exams to punish those involved in malpractices during examinations.
Speaking to media persons, Leishangthem Lamyanba, general secretary of DESAM said that the student body has been urging the Government and the authorities concerned to formulate a penal law against malpractices especially in Class X and XII examinations like mass copying, question leak etc.
He continued that though the Education Minister and the authorities concerned gave assurance to formulate a penal law no measures have been taken till date.
Lamyanba also requested the State Government to take reference from the Karnataka Education Act, 1983 (amended in 2017) which has proper provisions to punish the culprits involved in wrongdoings during examinations for the formulation of a penal law in Manipur.
Stating that malpractices in examinations is a crime and poses a big threat to the future of students, he urged the Government to take up necessary steps to  frame the penal law at the earliest in the interest of the students.
On the other hand, Manipur Human Rights Commission (MHRC) in its final hearing today ordered the Commissioner of Education (S) and Director of Education (S) who are the respondents in the case filed by DESAM as the complainant to MHRC on August 11, 2020 to frame a penal law or pass an Act to punish the malpractitioners in examinations at the earliest adopting the provisions from the Karnataka Education Act, 1983.
