CBSE, CISCE submit class 12 assessment formula to Supreme Court Results of Class XII to be declared by July 31

The Central Board of Secondary Education (CBSE) and the Council for the Indian School Certificate Examinations (CISCE) on Thursday submitted the assessment system for Class 12 students in the Supreme Court and said the results will be declared by July 31.
Attorney General (AG) KK Venugopal placed the scheme for the CBSE which said performance of students in Class 10, 11 and 12 examinations will be considered.
Here are the key points of the evaluation criteria submitted in Supreme Court
* "For evaluating a student, marks in best of three papers for Class 10 would be given 30% weightage, for Class 11 weightage of 30% and for Class 12 the weightage is 40%."
* "For Class X and XI the marks in best of three from five papers in term examinations will be considered. For Class XII the mark obtained in unit, term and practicals will be taken into account."
* Result committee will be there for each of the schools to rule out advantage to students in some schools, which traditionally give high marks to students.
* There will be a moderation committee to look into the difference in marking mechanism adopted by schools to put all students on an even keel as far as award of final marks for Class XII is concerned.
* Each school has to form a result committee to take into account the marks of a student obtained in the three examinations which would be vetted by moderation committee of CBSE.
* Historical performance of a school in Class XII board for last few years, the overall percentage of marks obtained by students in past years’ board examinations will be taken into account for moderation purposes.
* Students, who are not satisfied with the marks/grading through the present mechanism, can improve upon their marks by appearing in physical examinations which would be held as soon as the situation normalises.
* A SC bench headed Justices AM Khanwilkar and Dinesh Maheshwari said there should be an inbuilt mechanism in the scheme to address grievance of students about marks obtained by him after declaration of results.
The Attorney General said that he would consult the authorities.
* The Supreme Court said there is no question of reviewing the CBSE decision to cancel the Class XII examinations. If needed, there can be a physical examination later to permit desirous students to improve their marks.
* The Supreme Court in principle approved the CBSE’s decision for taking into account the aggregation of marks of Class 10, 11 and 12 with specified weightages. The apex Court said, “we are rejecting all arguments for physical hearing. We record prima facie concurrence with the CBSE decision on evaluation.”
* Most counsel appearing for students concurred with the CBSE evaluation scheme.
* CISCE counsel JK Das informed the Supreme Court that it will take the performance of students in last six years while awarding final marks in Class XII.
* SC permitted CBSE and CISCE to go ahead with finalisation of schemes on evaluation criteria incorporating grievance redressal mechanisms for students about marks obtained by them and the time line for optional physical exam for improvement in marks after declaration of Class XII.
*Supreme Court said the two boards can go ahead and notify the two evaluation schemes after incorporating the two suggestions of the Court. SC said it would hear the matter on June 20 again to find out whether any other suggestion could be placed before CBSE for consideration.
*SC decided to hear petitions for cancellation of state board examinations for Class XII in the States of Assam, Punjab, Tripura and Andhra Pradesh.
Of the 28 States 18 have cancelled the board exams and six have already conducted the exams.
*SC asked petitioners to notify the States and fixed hearing on June 21.
