'Anomalies in preparation of beneficiary list for drought'

The Hills and Valley Council, Manipur expressed concern at the manner of preparation of beneficiary list for award of relief to the victims of drought occurred in 2019.
In a press release, the Council said that the State Government declared drought like situation in Manipur in 2019 and subsequently survey reports prepared by the field officers (SDOs and DAOs) were submitted to their respective Deputy Commissioners which were then forwarded to the State Secretariat for necessary process.
The State Govt then submitted the report to the National Disaster Response Force, Ministry of Home Affairs, Govt of India for grant of drought relief fund however the amount sanctioned by the NDRF was not as proposed by the State Govt.
Now the State Govt has directed the respective DCs to submit the list of beneficiaries but the Hills and Valley Council Manipur came across that the list of beneficiaries is being prepared without referring to the actual field reports filed by the then SDOs and DAOs.
Beneficiaries whose paddy fields which were not included in the field survey report are now found to be included in the preparation of the beneficiary list prepared by respective district administrations, added the statement.
In this regard, the Council sought the attention of the Chief Minister to intervene into the matter at the earliest and direct the officials concerned to adhere to the original field survey reports submitted by the then SDOs and DAOs to their respective DCs.
Further the Hills and Valley Council Manipur warned that any form of favouritism or random selection of beneficiary will not be tolerated and will not remain silent if the matter is left unattended.
