The Congress party has filed a complaint to the Chief Electoral Officer Manipur alleging violation of the Election Model Code of Conduct by Chief Minister N Biren Singh.
Vice-Chairman Legal Department Advocate Rabi Khan, told a press conference here on Tuesday, that a formal complaint was lodged on Monday to the CEO. He said the Congress party wants a free and fair election and it is totally against the use of muscle and money power.
He further alleged that from March 27 to 31 many persons, mostly women, visited the official bungalow of the Chief Minister, N Biren Singh. It caused a traffic jam and many people uploaded videos of the gathering in front of the gate of the Chief Minister's office and entered his office on social media platforms.
The reason for their visit to the Chief Minister's Office/Bungalow was not known to the general public as the same was not published in the media, he added. Buses and many other transport vehicles were arranged for the visit of people to the Chief Minister’s residence. There was no agitation or any other event during the said period he added.
The Congress appealed to the CEO to check the implementation of the Election Model Code of Conduct, particularly in the offices/premises of the present ruling MLAs/Ministers/Chief Minister bungalow.
There may be many other incidents of violation of the Election Model Code of Conduct in the State of Manipur, it stated.
Election campaigning has not yet picked up in Manipur. Six candidates are in the fray for the - Inner Manipur Parliamentary Constituency seat. Those in the fray are Rajkumar Somendro Singh @ Kaiku (Ind), Moirangthem Totomshana Nongshaba (Ind), Maheshwar Thounaojam, Republican Party of India-Athawale (RPI–A), Thounaojam Basanta Kumar Singh, Bharatiya Janata Party (BJP), Dr Angomcha Bimol Akoijam, Indian National Congress (INC) and Haorungbam Sarat Singh (Ind).
Four candidates are in the fray for the -Outer Manipur (ST) Parliamentary Constituency. The candidates are-- Alfred Kanngam S Arthur (INC), Kachui Timothy Zimik (NPF), Alyson Abonmai (Ind) and S Kho John (Ind).
The first phase election will be held on April 19 and the second phase on April 26.  Agency
