Committee formed to probe irregularities in BOSEM

IMPHAL, May 21 : The State Government has constituted an enquiry committee with Commissioner of the Education (S) to examine if there is any administrative/financial/academic irregularities in the functioning of the office of the Board of Secondary Education, Manipur  (BOSEM).
The enquiry commission has Joint Secretary (in charge of BOSEM), Education (S) as member secretary and Additional Director of Education (S-V), Manipur as member.
Signed by Joint Secretary of the Education (S)  Elangbam Sonia, the order said that the enquiry committee  should submit its report within 20 days from the date of its first meeting.
The committee will enquire whether there have been any new recruitment/engagement of employees on regular/contractual/adhoc basis in the last one year and procedures followed in the recruitment/engagement, if any.
They will also enquire into the mechanism/procedure of production of text books and its quality monitoring mechanism, apart from examining cost-effectiveness of the text books.
The committee will examine whether BOSEM and its sub-committees are functioning as per relevant Acts/Rules/Regulations
The committee has also been tasked to enquire if there was financial irregularities at the Board in the past few years and to identify officers/officials responsible for financially/administrative irregularities, if any, among others.
The Chairman and the Secretary of BOSEM have been  asked not to take any major policy/financial decisions without obtaining prior approval of the Commissioner of the Education (S) except for time bound/examination related works and normal day to day duties until further orders.
