IMPHAL, Nov 16 : The Kangleipak Students’ Association (KSA) has accused the Manipur University’s Executive Council (EC) of being complicit in the alleged several irregularities committed by the Vice Chancellor.
Provisions of statute 19(2) of Manipur University Act were violated when a selection committee was constituted recently for recruitment of some statutory posts and the VC occupied two seats in the six-member committee. Thus he enjoyed two voting rights, the KSA alleged in a statement.
Instead of opposing such alleged wrongful acts of the VC, the EC seemed to be indirectly supporting the VC, it said.
A meeting of the Executive Council was held on May 30, 2025 for selection of subject experts with regard to the appointment of some statutory posts.
The VC came to the meeting with a list of subject experts inside an envelope and the EC authorised the VC to nominate the subject experts on the pretext that the list of subject experts was confidential, it said.
It then questioned how the VC brought the list of subject experts who should be appointed by the EC.
As such, the Executive Council meeting was rendered meaningless, the KSA said.
As per the statute 19(2), nomination of subject experts should be done after the VC constitutes a panel and three members of the EC give their approval, it said.
The Executive Council (EC) meeting held on May 30, 2025 authorised the VC to nominate subject experts but no further meeting was held nor did the EC give approval to the nomination of subject experts.
The KSA then questioned how the recruitment to the statutory posts was completed and results declared even before the nomination of subject experts was approved by the Executive Council (EC).
Manipur University will only degenerate if the EC members continue to work in the interest of a handful of powerful persons instead of discharging their duties sincerely, it said.
When the Ministry of Education or any investigating agency probes the irregularities committed at MU, the EC members will not be able to feign ignorance or plead not guilty, it said.
The KSA has appealed to the EC members to adopt an appropriate decision at the EC meeting scheduled on November 17, 2025, and take proactive roles in saving MU.
It also appealed to review the procedural lapses committed at the EC meetings held on August 21, 2025 and May 30, 2025, and address the lapses.
It further appealed to the Executive Council (EC) members to make tomorrow’s meeting a meaningful one.
