AMCAF alleges

IMPHAL, Nov 18 : All 56 road projects sanctioned under Pradhan Mantri Gram Sadak Yojana (PMGSY)-III on March 7, 2024, remain unimplemented even after 20 months, claimed a press release issued by the All Manipur Contractors’ Association Forum (AMCAF).
The Forum further stated that another 41 road projects were sanctioned later under the same scheme.
Highlighting the delays, the Forum noted that the Notice Inviting Tender (NIT) for 55 of the 56 projects sanctioned on March 7, 2024, was  issued on September 12, 2024, while the NIT for the 41 projects was issued on August 29, 2025.
It alleged that the mandatory Standard Bidding Document (SBD) issued by the National Rural Infrastructure Development Agency (NRIDA), however, was modified to bar local contractors registered with the Public Works Department (PWD) from participating in the tender process.
Following representations made by the Forum to the Prime Minister’s Office (PMO), the tender for the 55 projects was cancelled on November 29, 2024, it said and added that the PMO, in its response dated January 3, 2025, informed them that a fresh NIT and a SBD will be issued.
It alleged that although the NIT for the 55 projects was re-issued on April 10, 2025, the accompanying SBD incorporated additional clauses that effectively barred local contractors from participating in the tendering process.
The Forum further said that the Ministry concerned has also informed them of a July 11, 2025, directive which mandates the dropping of all un-tendered or uncommenced projects.
Urging immediate intervention, the Forum appealed to the Governor to investigate the alleged irregularities in the tendering process.
