MLA hails HC's directives

IMPHAL, Nov 18: The High Court of Manipur has directed the constitution of a committee, headed by the Chief Secretary, to investigate the opening of Thoubal Mapithel Dam (also known as the Thoubal Multipurpose Project) gates, which allegedly led to extensive flooding in downstream areas a few months ago.
Speaking to the media at his official quarters at Babupara today, Wangkhem AC MLA Keisham Meghachandra said that he had filed a Public Interest Litigation (PIL) on November 17 in connection with the release of water from the Mapithel Dam.
In the PIL, the MLA accused the Water Resources Department of negligence in handling the release of water from the Mapithel Dam,
He added that the PIL was admitted by a Division Bench comprising Chief Justice M Sunder and Justice A Bimol Singh.
Repeated flooding incidents occurred in Manipur during this year's monsoon season, allegedly due to negligence on the part of the Government, resulting in widespread destruction and severe hardship for affected families, he said.
The MLA claimed that four gates of Thoubal Multipurpose Project were opened simultaneously on September 14, causing widespread floods in Imphal West, Imphal East and   Thoubal.
The MPCC president also stated that he had submitted a memorandum to the Governor on October 4 regarding the alleged negligence of the Water Resources Department in managing the Mapithel Dam and the subsequent flooding crisis.
He welcomed the High Court of Manipur's prompt intervention in the PIL he had filed, particularly its directive to constitute a high-level committee headed by the Chief Secretary to investigate the opening of the Mapithel Dam gates.
Saying that the committee has been instructed to complete its inquiry by March 2, he said that he would approach the Court again if he is dissatisfied with the committee's findings.
