Ukhrul, Nov 21 : The Pharung Katamnao Long (PKL), a student body based in Pharung village in Ukhrul, has expressed frustration over the slow progress on the State highway construction project (Imphal-Ukhrul old road) from Talloi/Talui junction to Teramakhong via Lamlang Gate and demanded a departmental inquiry against the contractor concerned for the alleged lackadaisical attitude.
PKL president Faith Phazang told this correspondent that the 15km Imphal-Ukhrul old road has remained neglected for over 40 years, causing significant transportation difficulties for the villagers.
The State Government, in response to the rural population's plight, issued a tender notice in 2021 for the improvement of the Imphal-Ukhrul old road, he said and  added that  the work order was awarded to one Haokhotinlen Vaiphai, with the project costing approximately Rs 15 crore.
He said that the scope of work included shingling, blacktopping, minor bridge construction, and ring culverts under the 5054 (CRIF) scheme, specifically for the New Heaven to Talloi junction stretch (Phase 1).
The construction work commenced in 2022, and Rs 9 crore was withdrawn for the project, he said and claimed  that there, however, has been negligible physical progress on the ground.
He also stated that while some portions of the road have undergone expansion and shingling, key components like blacktopping and laying ring culverts are yet to begin.
Only earthwork for the construction of a minor bridge has commenced, Faith added.
He pointed out a significant discrepancy between the department's records, which show 75 percent completion, and the actual physical progress on the ground, which tells a different story.
Saying that the Imphal-Ukhrul old road construction remains stagnant despite multiple representations sent to the office concerned, he added that the road is crucial for the connectivity of villages in the western region of the district, including the district headquarters in Ukhrul.
Demanding an immediate departmental inquiry against the contractor within a one-month ultimatum, failing which they'll resort to democratic agitation, he warned that the contractor and department concerned  will be held responsible for any adverse outcome if their demand is not entertained.
