Student bodies decry removal of Chairman of BOSEM

IMPHAL, Nov 26: Six student bodies (AMSU, MSF, DESAM, KSA, SUK and AIMS) of the State have reacted strongly to the removal of the regular Chairman of the Board of Secondary Education Manipur (BOSEM) before the end of his term, calling it a "violation of natural law of justice".
According to a November 21 order, the term of the regular Chairman Akham Joykumar was cut short and Education (S) Director Ng Bhogendra Meitei was given additional charge as Chairman of BOSEM on the same day.
In this connection, a press briefing was held today at the head office of Manipuri Students' Federation located at Kwakeithel Thounaojam Leikai.
Speaking to media persons, Hijam Roshan, coordinator of the joint group, said that according to Point No 3 of the office memorandum issued by the Department of Personnel and Administrative Reforms on August 16, 2021, in case the period of deputation is to be shortened (premature reversion), the concerned employee should be informed three months prior.  
Saying that this rule was violated in the Chairman's removal, he added that it goes against the demand by student bodies to stop appointing bureaucrats in exam conducting bodies like BOSEM and COHSEM. Teachers well-experienced in the field of education should be given such positions, he added.
On behalf of the six student bodies, he urged the officials concerned to revoke the order.
Such hasty moves by the Government can affect the functioning of the Board and hurt the student community, he said.
The coordinator also raised an appeal to make regular appointments for the post of Secretary and Controller of Examination at BOSEM, instead of assigning officials "in-charge" of these positions.
Rather than listening to the six student organisations' demand for regular appointments for positions in exam conducting bodies, the Government has ironically removed the regular Chairman, he maintained.
The student groups view the move as a challenge against the student community, added Hijam Roshan.
