Apply for the next CM

A few days back one senior BJP leader whom I met in a marriage ceremony told me about political canards. When I asked him - who is going to be the CM for the new government? He simply smiled and said, 5 designated CMs are roaming around.
They go to Delhi off and on - whether they are meeting the right leaders or not- nobody knows. Let us wait and watch. According to his observation the Central leadership is not in a hurry but our local leaders are in a hurry.
Again speculations are hovering around about the revival of the state government after the winter session of parliament that is after 19 December. Many MLAs are very hopeful about the resurrection of the BJP led government in Manipur. They really want to help the people after redeeming their power.
They feel that no authority is listening to their requests even when they desperately desire to help the common people, particularly those who are languishing in the Relief camps. They want to get back their power and authority.
One MLA has openly confessed that not even a clerk is willing to listen to them, forget about top bosses. He adds that it is extremely demeaning that they are not getting even an appointment with the big bureaucrats. Their phone calls are not at all received these days.
Since Feb 13 2024, they have been treated like cats and dogs. One powerful ex-minister utters in private that “ when I redeem power I am not going to leave some officers ; they are giving excuses for any public work ; they don’t know I am still the elected member ; they have forgotten that assembly is not yet dissolved ; anytime we will bounce back”.
Some opposition MLAs are of the opinion that an election should be held. Congress MLAs in particular are of the opinion that the electoral roll revision must be completed before the election.
There should be a sincere electoral roll revision process like ‘SIR’; it should be initiated at the earliest. Many leaders are concerned about the illegal voters.
If someone is trying to be the next CM, he/she must know the minimum qualification for becoming a CM. Number one, he/she should have a sane mind ; age no bar after 25; any sex - including the third gender ; any citizen of India ( preferably pure and unmixed ) ; should be an MLA.
Anybody can be sworn in as the CM of the State, if the incumbent Governor thinks that the person has all the requisite qualification (Constitutional or otherwise) and having the support of the majority MLAs ; the claimant must have the required number. On top of it a green signal from Delhi is required for such an exercise.
Once the Governor is convinced that the person who is claiming the CM Chair has the requisite number, he/she may be sworn in. But his majority strength has to be proved on the floor of the House on a given date. Date and time is decided by the Governor to see the strength.
Even if an unelected person is to be inducted as the CM, the same practice and procedure is to be followed. The only difference is that he/she must become an MLA within 6 months. If Delhi thinks that a person is competent to rule the State (besides the Governor) , he/she may be made the CM and Party MLAs and allies may be whipped to support the person. This type of arrangement is unlikely but not impossible.
An un-elected is made the CM for 5 months and 29 days; then demitted office for a day or two ; then he may be re-inducted as CM by the same procedure. Such an arrangement can be made till the end of the tenure of the legislative assembly.
So far such an experiment is not done anywhere though constitutionally possible - many may yell, it is constitutional impropriety. Whether this level of manipulation is necessary or not, only competent authority can decide. Yes, of course it is a matter of one year.
As far as the Manipur situation is concerned, most probably there may be a government for one year before the next State Assembly Election in 2027. So, the room for maneuvering is only one year.
Whether it is the elected CM or non-elected CM - the first priority should be to rehabilitate the displaced people in a place where they feel safe and secure (preferably in their original habitations). Second priority is to win the confidence of both the hill and valley people (difficult, but doable).
I really feel that we are actually running away from real issues. As a matter of fact we must deal with the burring issues head-on otherwise these will remain dormant volcanoes which can erupt time and again.
Anyone who is competent and having suitable specific support and willing to deal with all these issues may come forward and submit the claim to the right place and person on or before 19 Dec. Seriously !
