Welcoming the four labour codes recently implemented by the Central Government, the Public Health Engineering Department Workers and Employees Organisation Manipur (PHEDWEOM) has raised doubts about its proper execution in the State by the Labour Department and Secretariat Labour Department.
In a press release, PHEDWEOM said that the four labour codes are worker-centric and deserving of praise by all trade unions.
Pointing out the failure to establish a dedicated Labour Court and Industrial Tribunal in the State, PHEDWEOM further questioned if the minimum wages fixed by the Government have been enforced on ground across different departments.
As an example, it alleged that since 2017,  more than 34 outsourced workers in Jawaharlal Nehru Institute of Medical Sciences (JNIMS) have been paid Rs 5395 per month, which is less than the fixed rate of minimum wage.
It also mentioned other transgressions such as not granting leave, EPF, ESIC, no bonus or Variable Dearness Allowance (VDA) etc as pointed out by another trade union recently.
Under such circumstances, the fate of workers in Manipur is quite uncertain, said PHEDWEOM.
Meanwhile, regular employees get VDA and pay revisions from time to time while unions affiliated with Central Trade Unions mount pressure on the Government for their demands, go on strike/stage protests and get their due benefits.
In contrast, PHEDWEOM highlighted the plight of other workers like daily wage earners, casual employees, MR employees, work charge, probationers, badlis, temporary workers and apprentices whose files, including terminal benefits, get delayed for years in the Secretariat.
