Student bodies decry removal of BoSEM Chairman
IMPHAL, Nov 30 : Six prominent student organisations viz AMSU, DESAM, KSA, MSF, SUK and AIMS have questioned the functioning of the Education (S) Department, following the removal of BOSEM Chairman Akham Joykumar Singh.
In a joint statement issued today, the organisations alleged that Joykumar was initially appointed as Chairman of the BOSEM through a recruitment process on deputation.
However, the recent explanation issued by the Under Secretary of the Education (S) Department portrayed that his appointment was on “utilisation basis”, they claimed and asked if it would be wrong to conclude that the Education (S) is the first department to conduct a recruitment exercise just for utilisation?
The organisations stated that Joykumar Singh was formally appointed as Chairman of the BOSEM on December 6, 2024 in accordance with Section 12(1) of the Manipur Secondary Education Act, 1971 as per an official notification issued by the Education (S) on October 24, 2024.
They alleged that Joykumar was abruptly removed from the post of BOSEM Chairman on November 21, 2025 without assigning any reason and a bureaucrat was appointed as the new Chairman on the same day.
Stating that the Under Secretary of Education (S) cited "non-submission of No Objection Certificate (NOC) and Release Order" as the reason for termination, they claimed this explanation shows the department is contradicting itself in Joykumar's appointment.
The NOC and Release Order should come from the Directorate of Higher Education as per a letter submitted by Dhanamanjuri University's Deputy Registrar to the Director of Higher Education on March 27, 2025, they said and asked whether the removal of Joykumar was fair ?
The organisations urged the Education (S) to clarify who is responsible for issuing the NOC and Release Order.
Stating that administrative lapses in the education sector could spark student agitation, they urged the President's Rule administration to intervene and sort things out.
