DBT introduced for relief distribution

IMPHAL, Nov 3 : Direct Benefit Transfer (DBT) has been introduced for distribution of relief to IDPs staying in relief camps with effect from November 1, 2025.
Chief Secretary Dr Puneet Kumar Goel issued an office memorandum to this effect on October 24, 2025.
According to the office memorandum, relief shall be distributed by way of DBT only to the bank accounts of the heads of displaced families at the rate of Rs 84 per person per day with effect from November 1.
It said that beneficiaries must have active bank accounts, preferably linked with Aadhaar.
It asked district officials to facilitate account opening camps in collaboration with banks for individuals without bank accounts.
The office memorandum directed Deputy Commissioners concerned to ensure collection of all bank accounts of IDPs and ensure distribution of relief only as DBT.
The district administration, in coordination with the Home Department, should ensure transfer of monetary benefit through DBT to the head of the family within the first week of the month, starting November 1, 2025, so as to enable IDPs procure essential items for daily needs.
The office memorandum said that IDPs shall be responsible for procurement of their daily essentials such as rice, dal, water, spices, firewood/gas, vegetables, cooking oil, milk/milk powder, eggs and hygiene items. The district administration shall only be responsible for general maintenance of the relief camps such as electricity, cleaning of night soil and any other emergent assistance, it said.
It said that the IDPs who were availing assistance from the district administration concerned till September 2025 shall be eligible for the DBT. Rice for NFSA card holders in the relief camps shall be provided as entitled as done earlier by the District Supply Officer concerned, it added.
