Difference in working between PR and popular Govt cited ‘PR administration tied by file works’

IMPHAL, Nov 7: There is a big difference between the working styles of a popular Government and the President’s Rule. A popular Government does not wait for initiation or completion of file process but takes risks in the interest of the people but the PR administration cannot do so.
This was stated by ex-Chief Minister N Biren at an event held at BJP Manipur Pradesh office, Nityaipat Chuthek, Keishampat here today in commemoration of the 150 years of Vande Mataram.
Replying to queries raised by media persons by the sideline of the event, the ex-Chief Minister said that the PR administration must take up a series of relief measures and welfare programmes for the IDPs who have been living in relief camps and prefabricated houses  after their houses were burnt down in the violent crisis which erupted on May 3, 2023.
He said that a number of IDPs currently taking refuge in relief camps came to his home and narrated their difficulties.
Noting that tens of thousands of IDPs are still unable to go back to their homes, the ex-Chief Minister appealed to all the people to treat the IDPs with compassion and continue supporting them until they are resettled at their homes.
The popular Government which was there before the present PR administration used to give Rs 1000 per month to each IDP. The popular Government also adopted a decision to grant the IDPs Rs 10 lakh for construction of houses, Rs 7 lakh for semi-pucca houses and Rs 5 lakh for kutcha houses. The Government event started sanctioning this amount, N Biren said.
“The Government constructed 250 houses at Serou, Sugnu and Torbung. Now, we don’t have any idea what steps the PR administration has taken up to construct houses for the IDPs”, he said.
The IDPs have been facing all kinds of difficulties like congestion, lack of toilet facilities and healthcare requirements. Around six IDPs are living together in a crammed single room, he said.  
Biren said that he recently  asked the Health Director to send specialist doctors to relief camps to cater to the healthcare requirements of IDPs.
There is a big difference between a popular Government and PR administration. A popular Government takes risks and takes up development works considering the needs of the people without waiting for file process. File  processes are taken up after the work on the ground has been initiated or completed but the PR administration does not want to take any such risks and they wait for the completion of the file process, he said.
One cannot wait for the file process in emergency situations like fire or drought.
At times of floods, a popular Government first work to plug in breached river banks but under the bureaucrats cannot go to the ground immediately and they wait for the completion of file process, Biren said.
He then appealed to all bureaucratic officers of the State and other relevant authorities to extend maximum support to the IDPs.
He also hailed the incumbent Governor as a qualified and competent administrator, well versed in Statecraft.
During the meeting with BJP North East in-charge Dr Sambit Patra at Delhi in October, BJP MLAs from the State explained in detail about the need for reinstatement of a popular Government in order to ease the suffering of IDPs, Biren said.
“BL Santosh said that he would come to Manipur soon after the Bihar elections are over. Some BJP Central leaders are likely to come to the State shortly. Let’s wait and see what they do regarding formation of a popular Government in the State”, he continued.
On BJP MLA Lourembam Rameshwor’s announcement that majority of the BJP MLAs from both the valley and the hills would project Speaker Th Satyabrata as their leader and stake claim to the Governor for formation of a popular Government in case the Centre does not give nod to formation of a popular Government within the current month, the ex-Chief Minister refused to give any comment.
Nonetheless, Biren said that the MLAs were expressing their opinions.
On being asked who is most likely to become the leader if a new popular Government is formed, the ex-Chief Minister feigned ignorance of the matter.
