Trying to read the Governor’s mind

One of the toughest jobs is to read the mind of a seasoned Bureaucrat, that too, cut and dried on Raisina Hills. What is more intrinsic about him is that he was groomed by the Modi-Shah duo. A person who worked directly under the strongest twin pillars of the Union Govt for about 6 years, shows his capacity and caliber.
These days many people want to know the opinion of the Governor regarding the revival of the State Government. The Manipur State Assembly is not yet dissolved - it is under suspended animation. The revival of the Manipur State Government is mainly dependent on the thinking and perspective of the Governor and Central Leadership.
The perception of the Governor is extremely important. If he thinks that the situation in the State still requires attention and protection of the Centre, Raj Bhawan will ensure the continuance of President's Rule. If His Excellency feels that the situation has improved a lot in the State and the administration is run in accordance with the Constitution and Rule of law, the State Govt may be revived anytime, provided the NDA MLAs are united and ensure political stability.
Perhaps Raj Bhawan is not in a hurry to revive the popular Government since certain crucial issues remain unsettled. In addition, they are also not united (MLAs). Popular impression is that they can't breathe without power. It is hardly 9 months and things are settling down gradually for good. Why can't they wait for a while till the situation is stabilized suitably?
Some few days back a group of MLAs went to Delhi insisting the Central Leadership to revive a popular Government in the State of Manipur. They could not get the appointment of the top brass. But they met Sambit ji and Santosh ji; they were told that the process to reestablish the State Government shall be initiated soon. How soon ?
Whether the BJP Kuki-Zo MLAs were also there - perhaps no. Reportedly only 25 MLAs were present in Delhi – including a few MLAs from supporting parties. Probably Kuki-Zo MLAs are ready to be part of the revived State Government- but they are afraid of the radical elements in their Home Constituencies. It is reported that 7 MLAs out of 10 are more than willing to come to Imphal and be a part of the peace and political settlement.
The hardliners, though few, but backed by the radical elements still have the final say. In such a situation His Excellency may intervene and let the moderates prevail - obviously majority people are always with the peace loving people.
People belonging to different ethnic groups are flying in and out of Imphal International Airport. This is a very good sign. Moreover, people travelling by road should also be encouraged. Communities must ensure safe and secure bus journey of the people throughout the State.
Security assurance given by the ethnic communities is much more reliable than the security 'bandobas' by the actual security personnel. Common people are more than willing to do the needful. But a few radical elements still desire to continue with the communal chasm.
Effective dealing with the extremists is quite visible. However the handling and rehabilitation of the IDPs is slow. It was promised that by December all IDPs shall be rehabilitated. Meiteis are more than willing to get settled. But the Kuki-Zo displaced citizens are still afraid to settle down in Meitei dominated areas. Confidence building as well as building/house construction must go on simultaneously so that the IDPs could cast their votes from their original respective Constituencies in the next election.
In the meanwhile a rumor is hovering around that many Kuki-Zo properties in the Imphal area are being purchased by the Pangans, local Muslims. That is not really true - because records are not in tune with the ground reality. Of course there may be some give & take arrangement - that kind of de facto understanding can't alter the de jure position. All immovable property transactions are to be documented, recorded and digitalized. Hearsay should not create a public opinion which may further damage the communal equation.
Constitutionally and legally, President's Rule can be imposed for 3 years. In extraordinary circumstances where things are not conducive for holding elections- it can be extended beyond 3 years. We had seen it in Punjab and Jammu and Kashmir. But ideally if the ground situation is favorable to hold the election - it should be held. In our case, before we go for election, the IDPs must be settled that too in their original places. If it is not feasible, they must be settled in and around their original habitation.
Considering the public opinion of Bhalla ji 's regime ie,-it brings about peace and near normalcy - Raj Bhawan may be given little more time to rehabilitate the IDPs and start 'aana jaana' between the ethnic communities. It is really a good news, that affected people have started using our international airport (which is not so international) and highways, though few in number. Full community and security support is the need of the hour. Once again let us redeem complete normalcy in the State.
Reviving a popular or unpopular Government depends on the psyche of the Raj Bhawan & Central perspective vis-a-vis the State situation, political or otherwise.
