PMAY-G beneficiaries await release of pending instalments in Hiyanglam

Imphal, Dec 14: Beneficiaries of the Pradhan Mantri Awas Yojana–Gramin (PMAY-G) “Housing for All” scheme in Hiyanglam Makha Leikai and Hiranmei areas of Kakching district have urged the government to release the remaining instalments of housing funds at the earliest, stating that prolonged delays have pushed many families into debt.
The beneficiaries, who received the first phase of funds during 2023–24 and subsequently began construction of their houses, said they are still awaiting the second and third instalments. Speaking to media persons during a press interaction held at Hiyanglam, Ch Malemnganba, a beneficiary of the scheme, said that several households were selected under PMAY-G in 2023 from Hiyanglam Makha Leikai and Hiranmei.
Following the release of the first instalment, beneficiaries dismantled their old houses and initiated new construction. However, he stated that against the total sanctioned amount of Rs 1.30 lakh per beneficiary, only Rs 48,000 was credited to their bank accounts in December 2023. Out of this amount, he alleged, Rs 10,000 was taken by agents and middlemen.
He further said that despite the completion of the first phase, the remaining instalments meant for the second and third phases have not been released so far. Due to the delay, many beneficiaries were compelled to take loans from private sources to continue construction and are now struggling to repay their debts.
As a result, several houses remain incomplete, with families forced to live in unsafe conditions. Some houses have makeshift fencing using clothes and other materials, while in several cases only pillars have been erected. He added that in instances where beneficiaries completed construction by borrowing money, certain officials later visited and marked the houses as having received the full amount, further complicating the issue.
According to the beneficiaries, repeated visits to concerned departments and authorities have yielded no results. They also alleged that while full amounts were released to some beneficiaries who are close to officials, many genuine beneficiaries are still waiting for the pending funds.
The beneficiaries have collectively appealed to the concerned authorities to expedite the release of the remaining instalments so that incomplete houses can be finished and the objectives of the PMAY-G scheme—providing safe and secure housing to rural families—can be fulfilled at the earliest.
