Sir,
The violence in Manipur has been wrongly referred to as Meitei-Kuki ethnic clash. It is actually an unprovoked attack on the Meiteis by Kukis with a sinister plan for a separate State. The most commonly quoted High Court order is only a convenient alabi by the Kukis to mislead the press and public. The article "Effective Unified Command......." (TSE, 01 02. '25) by Brigadier (Rtd) LI Singh has echoed what most Meiteis feel about the way things are being seen and handled by the Central and State Govts.
He has briefly mentioned the intention of the Kukis and suggested a few pragmatic and right steps to bring to an end to the crisis. No ethnic clash will last more than 2 years as in the present case. In fact there had not been any trouble between the two groups recently or in the past. Their presumed grievance of majoritianism and discrimination in developments do not hold water as they have more than enough number of Ministers in any Cabinet, and the top State bureaucrats are mostly Kukis at any time. It won't be wrong to say that the root of some of the present problems are their creation.
As have been mentioned in the said article there have been lapses in the management of the crisis either from misjudgement or misinformation. The State Govt stands exposed of not doing enough to impress upon the HM to see the crisis in its true perspective and take needful remedial steps. The reported bifurcation of administration between them will go down in history as how not to control a conflict.
The Centre should have talked from a position of strength rather than being misconstrued as being partisan. One cannot miss the point that the Kukis had stopped firing on the Meitei villages after being told to do so firmly by the MHA officials recently. Hope all people who want a speedy return of peace in the State give due thought to the suggestions of the author of the article.
