Case of missing Rs 53.41 lakh at MHRC Complaint filed with Vigilance Dept

IMPHAL, Mar 10: A curious case of ghosts misappropriating lakhs of rupees in the Manipur Human Rights Commission (MHRC) has emerged with former Additional Superintendent of Police, Th Brinda filing a report with the Vigilance and Anti Corruption Department.
The Manipur Human Rights Commission was paralysed from May 2010 to August 2018 without a Chairperson and active Members.
However between 2010 and 2017, when the Commission was not functional, it was found spending a massive amount of Rs 53.41 lakh without any account statements to justify the expenditure, said the complaint that has been filed with the Vigilance and Anti Corruption Department on March 8.
In the complaint, Th Brinda sought legal action against a former DDO (Drawing and Disbursing Officer) of the MHRC, Nungshitombi Athokpam for alleged misuse of Rs 53.41 lakh between 2010 and 2017.
Nungshitombi Athokpam, a former Joint Secretary (Law), was the DDO from March 7, 2010 to December 20, 2018.
Significantly, the complaint with the Vigilance and Anti Corruption was filed after RTI reports revealed the alleged misappropriation of the money.
In reply to an RTI application asking for "audited account statements" of MHRC from 2010 to 2023 as required under Section 35(2) of the Protection of Human Rights Act, 1993, the MHRC stated that it does not have records for audited account statements from 2010 to 2017.
The MHRC, however, stated that Rs 53.41 lakh had been spent between 2010 and 2017.
While Nungshitombi Athokpam, then Deputy Legal Remembrance, was the DDO from 2010 to 2011, the MHRC spent Rs 13.80 lakh.
There are no account statements for the expenditure, as per the RTI reply.
Between 2011 and 2012, MHRC spent Rs 4.73 lakh. Again there are no account statements that could reflect the expenditure.
There were no expenditures between 2012 and 2013.
Between 2013 and 2014, the MHRC spent Rs 5 lakh. Account statements not available.
Between 2014 and 2015, MHRC spent Rs 18.92 lakh. No account statements available.
Between 2015 and 2016, MHRC spent Rs 2.73 lakh. No account statements available.
Between 2016 and 2017, MHRC spent Rs 8.32 lakh. No account statements available.
