Redlands now on lease

IMPHAL, Jul 13 : The Redlands, Shillong which is closely associated with the history of Manipur no longer belongs to Manipur.
Notably, it was in the Redlands that the Manipur Merger Agreement 1949 was signed between the Government of India and the king of Manipur.
Well placed sources said that patta or land ownership deed of the plot measuring 1.93 acre of 7825.31 square metre where the Redlands stands was not in the possession of the Government of Manipur. This was realised when the Government of Manipur started due process to construct a Manipur Bhavan at the plot.
The Government of Manipur then wrote to the Government of Meghalaya seeking patta for the particular plot.
The Government of Meghalaya replied that no patta can be issued for the particular plot as the 6th Schedule is in place. The Government of Meghalaya also said that the Government of Manipur may use the particular plot on lease.
Subsequently the two sides signed a lease agreement under which Manipur took possession of the particular on lease for a period of 30 years.
The lease agreement was signed on September 24, 2021 with retrospective effect from April 1, 2008.
The lease agreement was signed by East Khasi Hills district Deputy Commissioner on behalf of the Government of Meghalaya while the Government of Manipur was represented by the Art and Culture Director.
Manipur king Churachand Maharaj owned the piece of land where Le Chatelier stood near AG office, Shillong. The then British Government took over the Le Chatelier and gave Redlands in its place to Maharaj Churachand.
This was when Shillong was the capital of Assam and Meghalaya was not created.
This exchange of Le Chatelier with the Redlands took place in the 1930's and there was no such thing as the 6th Schedule, said the sources.
After Maharaj Chura-chand and Maharaj Bodh- chandra, Okendra became the titular king of Manipur the plot of Redlands was sold off in the meantime.
When Chief Minister RK Jaichandra came to know about this fact, the Government of Manipur bought back the plot of Redlands. The lease agreement signed between the Government of Meghalaya and the Government of Manipur pertains to Plot No 84, Redlands, Laitumkhra Ward, Shillong and it implies that the Redlands plot now belongs to the Government of Meghalaya. At the time of signing the lease agreement, the Government of Manipur headed by N Biren paid around Rs 90 lakh to the Government of Meghalaya.
After signing the lease agreement, the Government of Manipur started constructing a Manipur Bhavan of G+2 and its project cost is around Rs 15 crore, said the sources.
