MSF warns Govt teachers

IMPHAL, Jul 14: Manipuri Students' Federation (MSF) has urged Government teachers engaged in the establishment of private educational institutions or in private teaching activities to immediately stop their involvement in such profit-seeking pursuits.
Otherwise, the student body is prepared to publish the names of such individuals before the public.
Speaking to the press today at MSF office, Kwakeithel, Hijam Roshan, president, MSF addressed the mushrooming of private schools, coaching and tuition centres in the State with the backing of wealthy individuals.
He said many Government school and college teachers are involved, either directly or indirectly, in setting up or teaching at such private education centres and subsequently paying more interest in them as a way to earn extra income.
Saying that such activities have harmed Government school education, he also recalled that the Government has prohibited Government teachers from engaging in private teaching activity.
According to a notice issued on October 10, 2022 by the-then Education (S) Commissioner H Gyan Prakash, clause (a) of sub-rule (1) of Rule 15 of Central Civil Services Conduct Rules, 1964 states "subject to the provision of sub-rule (2), no Govt servant shall, except with the previous sanction of the Govt, engage directly or indirectly in any trade or business". The MSF president accused a good chunk of Government teachers of seeking financial gains through private teaching activities instead of placing their focus on the Government schools they are employed at.
Under such circumstances, he drew the Government's attention on these teachers adding that the authorities cannot remain unconcerned about teachers who are violating section 28 of the Right of Children to Free and Compulsory Education Act, 2009 which prohibits teachers from engaging in private tuition or private teaching activity. He further cautioned that MSF will announce the names of such teachers if they do not put a stop to these private pursuits for profit. Hijam Roshan also urged founders/authority of private schools, tuition and coaching centres to check if Government teachers are working in their institutions.
The MSF president has appealed Government teachers to focus their teaching capabilities on Government school students and help mould them into better students.
