Pact inked to set up Automated Testing Centre

IMPHAL, Jul 16 :A tripartite agreement has been signed to set up the first vehicle Inspection and Certification (I&C) Centre or Automated Testing Station (ATS) at Teramakhong, Village No 76- Tellou under Lamlai Assembly Constituency with a budgetary sanc- tion of Rs 14,25,00,000 by the Ministry of Road Transport & Highways (MoRTH).
The agreement was entered between MoRTH, Government of India, Transport Department, Government of Manipur and International Centre for Automotive Technology (ICAT) with an aim to improve roadworthiness of vehicles, promote eco-friendly practices and ensure compliance with National safety standards, said a press release issued by Khumanthem Diana Devi, Director, Transport.
The two-lane (one each for Light Motor Vehicles and Heavy Motor Vehicles) state-of-the-art facility falls under SDO, Sawombung, Imphal East district. It will be equipped with automated systems for testing various parameters such as brake efficiency, emission levels, headlight alignment, suspension performance, and chassis condition, among others and is expected to help reduce road accidents, improve air quality and make the testing process fairer and more transparent.
Once operational, the ATS will cater to both public and private vehicles.
As per a notification issued by MoRTH on September 12, 2023, it was mandated that the fitness testing of all commercial vehicles and LMVs should be conducted exclusively through Automated Testing Stations (ATSs).
However, in the absence of a functional ATS in the State, the issuance of Fitness Certificates is currently being carried out manually by the respective District Transport Officers (DTOs) as an interim arrangement, informed the press release.
The I&C Centre will serve as a major step in strengthening Manipur’s transport infrastructure and regulatory framework.
