IMPHAL, Jul 18 : The Just and Fair Delimitation (JFD), Manipur has urged both the Central Government and the State Government to keep the census operation in abeyance in Manipur until all illegal immigrants are identified.
Speaking to media persons at the office of CCSK at Wangkhei this afternoon, JFD Manipur convenor Jeetendra Ningomba expressed strong reservation against the Ministry of Home Affairs’ plan to carry out census operation in two phases in 2026 and 2027.
A situation of unrest still prevails in Manipur. As such any census operation under the prevailing situation will not be accurate.
With the movement of people/communities severely restricted, there will be a lot of room for manipulation of census entries and some people may take undue advantage of the prevailing situation to enlist illegal immigrants as citizens of India, Jeetendra Ningomba said.
Moreover, it will be difficult to mobilize and detail employees to work as census enumerators given the existing restive situation of Manipur, he said.
He then asserted that it would be prudent to carry out the census operation only after all illegal immigrants are identified.
Notably, outrageously abnormal growth rates were detected in some sub-divisions of the hill districts during the census operations of 2001 and 2011.
Jeetendra Ningomba said that all the indigenous communities will face existential threats if the planned census operation of 2026-27 is allowed to go ahead without any objection. The issue is a very serious one and it needs collective understanding of all the indigenous communities. JFD is prepared to hold a joint convention with all the indigenous communities on the issue, he said.
He also appealed to all the indigenous communities to support the JFD. JFD has also discussed the issue of the planned population and household count with academicians, intellectuals, political parties and advocates last month, he said.
