TYCM submits memorandum

IMPHAL, Jul 22 : A delegation comprising seven Central Executive Council members of the Tribal Youth Council Manipur (TYCM), General Headquarters, led by the council’s president Momo Tantanga called on Governor Ajay Kumar Bhalla at Raj Bhavan, Imphal on Monday.
During the meeting, the TYCM delegation submitted a memorandum containing a six-point Charter of Demands concerning the rights and welfare of the hill tribal communities in Manipur.
As per a release issued by TYCM, each point of the Charter of Demands was thoroughly discussed with the Governor, who gave a patient hearing to the concerns raised.
The Governor assured the delegation that he would take up all the points outlined in the Charter of Demands to the best of his ability at the earliest.
Notably, the six-point Charter of Demands included recommendation to the President of India for the amendment of the Presidential Order dated June 20, 1972 (Hill Areas Committee, Manipur) under Article 371C with legislative, financial, and executive powers, and to designate the Chairman of the Hill Areas Committee (HAC), Manipur as the authority in charge of tribal welfare in place of a Cabinet Minister for Tribal Affairs & Hills in the State of Manipur; and to set up/ establish the HAC Secretariat with sufficient staff/employees;
To amend the Manipur (Village Authorities in Hill Areas) Act, 1956 with fund provisions for a Village Development Fund (VDF), appointment or nomination of staff/employees in the Village Authorities with monthly salaries, and provision of honorarium and sitting allowances for the members of the Village Authorities. Further, to frame the Manipur (Village Authorities in Hill Areas) Rules for effective implementation of the Act;
To expedite and complete all ongoing Government projects related to road construction and infrastructure development in the hill tribal areas at the earliest;
To address the acute shortage of employees/staff in the Directorate of Tribal Affairs & Hills Department, Tribal Research Institute (TRI) and the Manipur Tribal Development Corporation Ltd (MTDC);
To regularize the services of contractual employees/staff of the Manipur State Commission for Scheduled Tribes (MSCST);
To recommend to the Ministry of Finance for the payment of 7th Pay arrears Pay (April 1, 2019- March 31, 2023) to the employees of the Autonomous District Councils (ADCs), Manipur.
