Hunphun VA urges DC for joint survey

Ukhrul, Jul 31: The Ukhrul/Hunphun Village Authority has urged the Deputy Commissioner of Ukhrul to conduct a joint survey of the affected lands under the jurisdiction of Ukhrul/Hunphun village for the construction of Ukhrul bypass at Hungpung and Hunphun village.
Speaking to this correspondent, the Headman of Ukhrul/Hunphun village HA Khayaiwo stated that the VAs have submitted a petition to DC, Ukhrul in this regard.
Although the village does not object to the construction work, he clarified that no joint survey was conducted for construction of the two-lane bypass with paved shoulder along Ukhrul-Toloi-Tadubi section of the NH-102A. Despite multiple communications from the SDO/Revenue Officer, Ukhrul Block to conduct a joint survey, it was postponed for unknown reasons many times, he added.
However, construction of the Ukhrul-Toloi-Tadubi package-1 bypass requires a joint survey by the department concerned along with the Headman, Village Authority and land owners, he said.
HA Khayaiwo also alleged that without conducting the said joint survey, the compensation for affected landowners were deposited in the concerned Government accounts and the names of some "fictitious" individuals were mentioned in the list. Additionally, some portions of the affected land were marked as barren land while some others were marked under CALA (Competent Authority for Land Acquisition).
In this regard, the Headman asserted that there is no Khas land in tribal hill areas and every inch of land has an owner.
Saying that the village has no barren land and every portion of land is suitable for horticulture and agriculture, he further alleged that this is a discriminatory act by the Revenue Officer of Ukhrul Block.
He further expressed dismay with the Revenue Officer for disbursal of compensation for the affected land (between chainage 2+375 to 2+505) which falls within a "disputed area". A case in this regard is currently pending final disposal at the District & Sessions Court, Imphal East, he added.
Arguing that the compensation amount cannot be paid without the consent of the concerned parties, he urged the relevant authority to resolve this issue to avoid further complications.
Saying that the names of the real owners of the disputed land were not mentioned and that a large area of private land were marked under CALA, he maintained it violates the fundamental principles of natural justice and could lead to litigation if not corrected at the right time.
Adding that the delay in joint survey is not acceptable, he highlighted its necessity saying that it is essential to ensure fair compensation to the land owners.
For the common good of the public, the Ukhrul/Hunphun Village Authority has urged the DC, Ukhrul to conduct a joint survey for necessary correction and rectification in order to expedite the construction of the Ukhrul bypass without any delay.
