IIT Kanpur was a trailblazer, starting computer-related courses in 1963 and eventually launching India's first graduate (M.Tech.) and later undergraduate (B.Tech.) programs in computer science. These institutions became the breeding grounds for the next generation of computer scientists.
* Government Intervention: The government recognized the importance of electronics and computers for national development. The Department of Electronics (DoE) was established in 1970 to promote and regulate the growth of this sector.
During this period, the focus was on self-reliance, with the government supporting companies like the Electronics Corporation of India Ltd. (ECIL) to design and market computers using domestically-made components.
The Turning Point: The 1980s
* Policy Shifts: The 1980s were a period of significant policy change. The government's new computer and software policies in the mid-80s liberalized imports and offered incentives for software development and export. This created a more favorable environment for the private sector.
