Water scarcity in Ukhrul MLA Ram Muivah writes to Governor

As Ukhrul town continues to grapple with water scarcity, MLA Ram Muivah has written to Manipur Governor Ajay Kumar Bhalla seeking his immediate intervention for immediate arrangement of water tankers to rescue the people before possible outbreak of epidemic and agitation.
In his letter, the MLA urged the Governor to recommend the proposed Multipurpose Project Kongva Dam to the Department of Economic Affairs, GoI for consideration under the Externally Aided Project on priority.
The Department of Water Resources had proposed for a Multipurpose Dam across Kongva River for consideration under the External Aided Project.
Citing a report by Ukhrul Times, the MLA stated that he has seen and experienced the hardship and the anguish of the people firsthand, adding that even his entourage had to manage with mineral water purchased at considerable cost.
“While the news item is self explanatory, I may only comment that I visited Ukhrul on January 9 and 10 and I have seen and experienced the hardship and the anguish of the people firsthand. Even my entourage had to manage with mineral water purchased at considerable cost,” the MLA stated.
The MLA continued that the biggest challenge of Ukhrul is the infrastructure deficit, including connectivity challenges and acute scarcity of potable water.
He asserted that he had raised the issue on the floor of the Assembly since 2022 and has also written to the authorities concerned. “Unfortunately, it has fallen on deaf ears till date,” Muivah wrote.
As per the MLA, a sum of Rs 23 crore was sanctioned for Ukhrul town water supply (from Yangyui stream) in 2021-22 to a Hyderabad-based company under NDB. Another water supply from Khangkhui Khunou (water source) was sanctioned by PHED amounting to Rs 23 crore for supply of water to Ukhrul town.
“Unfortunately, the Khangkhui Khunou village has submitted an objection for non-fulfillment of the demands of the village,” the MLA mentioned while adding that he had forwarded their representation to the Governor on November 20, 2025.
The MLA further stated that the above projects were only for temporary arrangements as it can hardly meet 50% of the demand owing to the limited source of water.
“For a permanent solution, the Department of Water Resources has proposed a Multipurpose Dam across Kongva River for consideration under the External Aided Project. In the light of the above, may I request your kind personal intervention for immediate arrangement of water tankers to rescue the people before possible outbreak of epidemic and agitation. For a long term solution, the proposed Multipurpose Project Kongva Dam may kindly be recommended to the Department of Economic Affairs, GoI for consideration under Externally Aided Project at an early date on priority and in the interest of public service,” he added.
