The answer to the above question/sentence lies with the Governor-in-Counci/PR Govt. For the people of the State and country, except Kuki narco-rerrorists and their supporters, the definite answer is with the latter i.e. uncontrolled.
Despite the heinous unprecedented crimes perpe- trated by Kuki narco-terrorists on the 3rd May, 2023 on the unarmed innocent Meeteis at Churachandpur, Moreh, Kangpokpi etc. by hunting down from evening to the night by burning houses, killing and torturing men, women and children in large number; killing father and son-duo in Jiribam by dragging out of their home while in asleep; killing and injuring innocent Meetei villagers by dropping drone-bombs at Senjam-Chirang and Moirang; kidnapping of 6 women of a family, including 8 months and 24 months old baby girls and throwing their mutilated bodies, after few days of their captivity and torture, into Barak river; open threat to Meetei public from travelling along National Highways for more than 2 years and 7 months; allowing cultivation of hundreds of paddy fields belonging to Meeties by Kukis; no security measures to stop the large scale poppy plantations in thousands of acres of land in Kuki dominated areas of Churachandpur, Pherzawl, Chandel, Kangpokpi, Teng-noupal, etc.; no restriction to the free movement of Kuki narco-terrorists violation of ground rules of Suspension of Operation (SoO) agreements and allowing extortion and looting along the NHs; no punitive actions against Kuki narco-terrorists even when forests and DC offices in Churachandpur and Kang-pokpi areas were burnt; no response either from the Govt or the army in Leima-khong on the whereabouts of one L Kamalbabu Singh who went to work in the army camp as usual in two wheeler till date; instead of “Welcome”, receiving by CoTU with “Threat” to the cyclist, Malem Thongam Meetei, a peace messenger travelling from Delhi on the 2nd October, 2025 to the State capital under the banner “Cycling for Manipur Peace” could not be provided enough security by the Government for an uninterrupted cycle journey, though she could reach safe and sound at Imphal/home; targeting of the IDPs when they went back home after more than 2 years and half in presence of the Central security forces in Torbung, Phougakchao Ikhai and Khamenlok areas recently is a great threat to the early return of IDPs for peace and normalcy in the State, etc.
For successful and fast return of peace in the State, in line with Govt’s assurance to the people in general and IDPs in particular, the presence of 60,000 plus security personnel, Govt should control the cadres in the SoO camps. Let the Meetei IDPs be allowed to settle first peacefully in their original homes by giving full security and later the Kukis, who are willing to pave the way for peace and development in the State once again.
If these suggestions fail, specially trained commando personnel should be sent to control them. All these suggestions will be required and effective when Government is sincere in restoring peace in the State, otherwise peace will still be a far off aspiration.
