FOCS calls for resettlement of Kuki, Meitei IDPs

IMPHAL, Jan 4: The Federation of Civil Society Organisations (FOCS) has urged people of the State and the Government to take up concerted efforts to effect return and resettlement of internally displaced persons of both Meitei and Kuki communities.
To bring about normalcy and foster peaceful coexistence, the displaced persons of both the communities must be allowed to return to their original homes and villages. And, people on both sides must welcome and facilitate their return and resettlement, said FOCS in a statement.
Manipur has been a pluralistic society and its communities are economically interdependent. The people of the State as a whole must work collectively to preserve and pro- mote unity and foster the pluralistic and interdependent nature of the communities, FOCS added.
The conflict which erup-ted on May 3, 2023 dis- placed more than 60,000 people, who are now taking refuge in relief camps across the State. When the IDPs at relief camps are suffering on multiple fronts, they have been marginalised economically, FOCS said.
To protect the State's "united structure" and restore complete normalcy and peace, the trust deficit that exists between the communities must be addressed, and the IDPs must be allowed to return to their original homes for rehabilitation, FOCS said.
For successful resettlement of the IDPs of both communities at their original villages, the people must welcome them and facilitate the process. The Government while effecting this process must devise and implement a practical policy for revival of the economy of the IDPs, said FOCS.
The federation continued that it recently held a one day academic discourse on normalisation in Manipur on December 29, 2025, and identified several sectors where the organisation and people may work collectively to restore complete normalcy in the State.
FOCS has started taking actions on the sectors identified as per suggestions of the experts and academicians who participated in the discourse.
Meanwhile, the people and all stakeholders must put in collective efforts to facilitate the return and resettlement of the IDPs in their respective regions to achieve complete normalcy, FOCS said.
