COCOMI condemns, says State responsible

IMPHAL, Jan 5: The Coordinating Committee on Manipur Integrity (COCOMI) has strongly condemned the terrorist bomb attacks carried out in the early hours of January 5, 2026 at a civilian residential home at Saiton Nganukon, Bishnupur district resulting in serious injuries to local villagers.
This deliberate act of terror against unarmed civilians constitutes a grave violation of fundamental human rights, Constitutional guarantees, and the rule of law, the COCOMI  asserted in a statement.
 The targeting of a civilian household under the cover of darkness reflects a dangerous and recurring pattern of impunity enjoyed by armed narco-terrorist perpetrators operating freely in the region, it said.
What is deeply alarming is not merely the recurrence of such attacks, but the persistent absence of preventive measures, timely response, credible investigation or visible accountability by the security forces deployed in the area and the State administration, COCOMI decried.
Despite prolonged militarisation and repeated assurances of control, armed groups continue to execute terror attacks on civilians with impunity raising serious concerns of institutional failure and possible security complicity through omission, negligence, or wilful inaction, it said.
COCOMI said that it holds the State administration and the security apparatus squarely responsible for their failure to discharge their constitutional duty to protect civilian lives.
The continued inability or unwillingness to identify, apprehend, and prosecute the perpetrators reflects a disturbing normalisation of terror violence against civilians, it said.
It is particularly concerning that even after weeks of the terror attack at Torbung on December 16, 2025, no official status report has been placed in the public domain.
As of January 5, 2026, the authorities have failed to disclose the identity of the terrorist groups involved, the progress of investigations, arrests made, or any concrete outcomes of security operations reportedly conducted in the area.
This sustained opacity undermines public trust and reinforces the perception that terror attacks against civilians are being selectively ignored or strategically tolerated, COCOMI said.
The silence, inertia and lack of transparency on the part of the authorities have effectively emboldened perpetrators, reducing civilian lives to expendable collateral and eroding the very foundations of governance and the rule of law, it said.
COCOMI has demanded an immediate, transparent, and time-bound investigation into the Saiton Nganukon bomb attack of January 5, 2026 and public disclosure of investigation findings, including accountability of both the perpetrators and officials whose acts of commission or omission enabled such attacks.
It has also demanded an official status report on the Torbung terror attack of December 16, 2025, detailing investigation progress, arrests made, and prosecutorial action taken.
COCOMI has further demanded concrete, verifiable action against armed groups carrying out terror attacks, instead of routine statements devoid of outcomes, and  clear and enforceable assurances of civilian safety, particularly for vulnerable and conflict-affected localities.
The people of Manipur cannot be expected to live under constant fear while the State functions as a mute spectator. Failure to protect civilians is not merely administrative negligence, it constitutes a breach of constitutional, legal, and moral responsibility, it added.
COCOMI has also expressed solidarity with the victims and their families.
