NRC must precede census, says CJFD

The Campaign for Just and Fair Delimitation (CJFD) has reiterated that census ope-rations in Manipur must be preceded by effective imple-mentation of the National Register of Citizens (NRC) and identification of illegal immigrants.
As a part of its series of public consultations on census and delimitation, a public meeting was held at the office of Eastern Educational Club, Khurai Ahongei today.
The public meeting was jointly organised by the Khurai Ahongei Thangjam Leikai Nupi Kanglup and Khurai Ahongei Meira Paibi in association with the CJFD.
Speaking at the gathering, CJFD convenor Jee- tendra Ningomba said that the Ministry of Home Affairs has been preparing for census operations across the country in two phases.    
The first phase scheduled from April 1 to September 2026 will be dedicated to house listing while population enumeration will be done in the second phase scheduled from March 1, 2027.
However, given the State’s highly volatile law and order, the prevailing war-like situation, restriction on free movement, large scale displacement and continuous influx of illegal immigrants, any census operation in Manipur at present will neither be just nor fair, Jeetendra said.
CJFD has no objection to the census operation. It is only asking for implementation of the NRC first, he said.
Now a popular Government has been installed in the State and it’s time for the popular Government to give due attention to this matter, he said.
Generally, census operations take into account all the people irrespective of whether they are indigenous people or immigrants, and this will have far reaching implications and ramifications, he said.
As such, the decadal census exercise must not be taken lightly, the CJFD convenor said. He added that all the Government’s plannings are based on the census data.
Other speakers appealed to all people and political parties to work together and see that the census operations are carried out in a just and fair manner.
Apart from Jeetendra Ningomba, CJFD secretary finance Sunil Karam and CJFD secretary IPR Kangjam Maharabi too spoke at the public meeting.
