IMPHAL, Feb 5 : The Raphei Wungnao Long (RWL) and Raphei Chairmen Association (RCA) have resolved to strongly oppose the construction of border fencing in Raphei area by the Government of India.
Instead, it has appealed to the GoI to uphold and strengthen the Free Movement Regime (FMR) between the Indo-Myanmar international borders, in recognition of historical realities, human rights and indigenous continuity.
In a joint statement RWL and RCA talked on border fencing, poppy plantation, conflicts and peace and developmental projects, which are of critical importance to the Raphei region.
Expressing serious concern over the alarming spread of narcotics and illegal poppy cultivation in Raphei region, the forum resolved to actively cooperate with the State Government and law-enforcing agencies and participate in the fight against narco-terrorism, recognising illegal poppy cultivation as a primary source material sustaining the drug menace.
It categorically opposed poppy plantation in all its forms and further appealed to all villages and individuals to extend full cooperation in eradicating poppy cultivation from the region.
Additionally, considering the porous international border with Myanmar and the prevailing regional and global instability marked by wars and conflicts, the forum declared the Raphei region as a “Peace Zone” and urged all Naga Political Groups to respect the collective call of the people for peace.
Acknowledging the importance of the construction of the double-lane National Highway in the Raphei region, the forum also resolved to appeal to the District Administration to expedite and ensure timely completion of the  developmental project.
It has further appealed to all individuals and villages to facilitate and cooperate with the authorities concerned and executing agencies while also urging the same authorities not to succumb to undue pressure from individuals or villages.
Lastly, the forum reaffirmed its support to the Indo-Naga Peace Process and the Framework Agreement signed on August 3, 2015, and expressed hope that the spirit and intent of the Agreement will be upheld.
The declarations were issued after due deliberations at a joint picnic-cum-get together programme held on February 4 at Huishu Kong, Huishu village, Chingai Sub-Division, Ukhrul, chaired by Somi Kasomwoshi, chairman, RWL.
