Supplementary Demands passed

IMPHAL, Mar 10 : The Manipur Legislative Assembly passed the Supple- mentary Demands for Grants for 2025-26, amounting Rs 27,79,27,82,000, on the second day of the ongoing session today.
The seventh session of the 12th Manipur Legislative Assembly continued today with discussions and voting on Supplementary Demands for Grants for the financial year 2025–26.
Today,  leader of the House Chief Minister Y Khemchand Singh tabled several reports, including Finance Accounts for the years 2023–24 and 2024–25; Report no 1 of 2025 - Report of the Comptroller and Auditor General of India State Finances and for the years 2023–24; Report no 2 of 2025 - Report of the Comptroller and Auditor General of India State Finances on General, Social, Economic and Revenue Sectors for the year ended 31 March 2023; Appropriation Accounts for 2023–24 and 2024–25; the 53rd Annual Administrative Report of the Manipur Public Service Commission, and the Manipur Anand Marriages Registration Rules, 2026.
The Chief Minister then moved the Supplementary Demands for Grants pertaining to various departments of the Government of Manipur.
After discussion, the House passed the supplementary demands for several departments.
The departments, whose supplementary demands were passed, include Demand no 1 (State Legislature), a sum not exceeding Rs 26,70,24,000; Demand no 3 (Secretariat), a sum not exceeding Rs 255,36,000; Demand no 4 (Land Resources), a sum not exceeding Rs 4,67,49,000 ; Demand no 5 (Finance department), a sum not exceeding Rs 8,47,81,46,000 ; Demand no 6 (Transport), a sum not exceeding Rs 13,25,45,000; Demand no 7  (Police), a sum not exceeding Rs 21,02,54,000 ; Demand no 8 (Public Works Department), a sum not exceeding Rs 1,45,35,41,000 ; Demand no 9 (Information and Publicity ), a sum not exceeding Rs 25,00,000 ; Demand no 10 (Education), a sum not exceeding Rs 17,86,50,000 ; Demand no 11 (Medical, Health and Family Welfare Services), a sum not exceeding Rs 2,19,25,03,000 ; Demand no 12 (Municipal Administration, Housing and Urban Development), a sum not exceeding Rs 2,12,75,33,000 ; Demand no 14 (Department of Tribal Affairs and Hills Development), a sum not exceeding Rs 1,71,15,21,000 ; Demand no 17 (Agriculture), a sum not exceeding Rs 19,78,71,000 ; Demand no 18 (Animal Husbandry and Veterinary including Dairy Farming), a sum not exceeding Rs 1,97,10,000 ; Demand no 19 (Environment and Forest), a sum not exceeding Rs 1,51,000 ; Demand no 21 (Textiles, Commerce and Industries), a sum not exceeding Rs 2,39,00,000 ; Demand no 22 (Public Health Engineering), a sum not exceeding Rs.3,47,68,94,000; Demand no 26 (Administration of Justice), a sum not exceeding Rs 1,95,24,000 ; Demand no 29 (Sales Tax and other taxes/duties on commodities and services), a sum not exceeding Rs 1,15,03,000 ; Demand no 31 (Fire Protection and Control), a sum not exceeding Rs 5,00,000 ; Demand no 34 (Rehabilitation), a sum not exceeding Rs 2,10,89,91,000 ; Demand no 36 (Minor Irrigation), a sum not exceeding Rs 90,74,00,000 ; Demand no 38 (Panchayat), a sum not exceeding Rs 92,82,43,000 ; Demand no 39 (Sericulture), a sum not exceeding Rs 38,00,000 ; Demand no 40 (Water Resources Department), a sum not exceeding Rs 1,37,92,37,000 ; Demand no 43 (Horticulture and Soil Conservation), a sum not exceeding Rs 6,98,85,000; Demand no 44 (Social Welfare Department), a sum not exceeding Rs 14,65,94,000; Demand no 45 (Tourism), a sum not exceeding Rs 5,99,10,000 ; Demand no 47 (Minorities and Other Backward Classes and Scheduled Castes), a sum not exceeding Rs 1,05,07,66,000 and Demand no 48 (Relief and Disaster Management), a sum not exceeding Rs 56,14,01,000.
The supplementary demands were approved by the House to meet additional expenditure during the financial year ending March 31, 2026.
The House then took up further legislative business as per the listed agenda.
During the General Discussion on Budget Estimates for the year 2026–27, Wangkhem AC MLA  K  Meghachandra Singh raised certain queries and observations regarding the Budget proposals.
Replying to the queries, Khemchand, leader of the House, stated that Rs 734 crore has been allocated in the 2026–27 Budget for the rehabilitation and resettlement of Internally Displaced Persons (IDPs), assuring necessary support for affected families.
Regarding the query raised for the Budget allocated for women empowerment the Chief Minister stated that it would be publicly notified.
On road infrastructure, he said that strengthening connectivity remains a priority, with Rs 914 crore allocated in the 2026–27 Budget under PWD and PMGSY schemes, supplemented by funds from MoRTH, NESIDS of DoNER and SASCI.
At the conclusion of the morning session, the House agreed to introduce the Manipur Appropriation (no 1) Bill, 2026, which was moved by the Chief Minister.
Following this, the House was adjourned till 11 am tomorrow for the next sitting.
