Rs 50 lakh allegedly withdrawn by Retd BDO

IMPHAL, Mar  11: An amount of Rs 50 lakh sanctioned under MGNREGS has been found misappropriated allegedly by a retired Block Development Officer (BDO).
Sources said that Imphal East-II CD Block, Keirao Bitra BDO/Programme Officer (MGNREGS) retired from service on January 31, 2026.
In the intervening period after his retirement and before a new BDO was appointed, the said BDO in connivance with some of his superior officers withdrew Rs 50 lakh from the Admin fund of MGNREGS on February 3, sources said.
In connection with the retirement of the said BDO on January 31, Department of Personnel and Administrative Reforms (Personnel Division) Under Secretary, Mayengbam Ranjeeta Devi issued a termination order on January 29.
Department of Personnel and Administrative Reforms (Personnel Division) Joint Secretary Bidyarani Ayekpam issued another order on February 13 whereby M Ingocha Singh (MCS) was appointed as the new BDO/Programme Officer (MGNREGS) of Imphal East-II CD Block, Keirao Bitra.
It remains a big question how the BDO managed to withdraw the huge amount of Rs 50 lakh
after his retirement when his signature was no longer accepted. It is also not known whether the amount he withdrew fraudulently was utilised as per guidelines or not.
According to official documents, Imphal East District Programme Coordinator (DPC)/Chief Executive Officer (CEO) allocated Rs 9,50,000 each to four CD blocks viz; Heingang Block, Imphal East-I CD Block, Sawombung Block and Kshetrigao Block from the Admin component of MGNREGS for the financial year 2025-26.
However, it was found that Imphal East-II CD Block, Keirao Bitra was allocated Rs 57,90,000 far exceeding the amount allocated for the other four CD blocks, said the sources.
Out of this amount, the retired BDO withdrew Rs 50 lakh on February 3.
The BDO withdrew the amount by issuing six Fund Transfer Orders (FTOs). While four FTOs were of Rs 11 lakh each, two FTOs were of Rs 3 lakh each. The total amount of Rs 50 lakh was found transferred to the bank account of a vendor named “ADHIS Enterprises”.
As the act of transferring the whole amount of Rs 50 lakh in a single day is highly suspicious, the particular vendor and its activities need thorough investigation, said the sources.
Generally, MGNREGS funds are allocated from the State level to the district level.
In the next phase, DPC/CEO/Zilla Parishad of the districts will allocate the funds to CD blocks.
No BDO has the authority to withdraw or utilise MGNREGS funds without due instruction from the DPC/CEO Zilla Parishad concerned, said the said sources. Given the fact that the fund allocated to Keirao Bitra Block was much bigger than the fund allocated to other CD blocks of Imphal East, it is highly suspected that there was a collusion between the DPC/CEO Zilla Parishad concerned and the BDO.
